Estamos ante una comunidad que es internacional porque no solo está integrada por Estados, sino también por otros miembros que mantienen entre sí un mayor grado de sociabilidad en las relaciones internacionales en la medida en que han surgido intereses y valores generales compartidos y en la que se ha forjado un sentimiento de pertenencia a la misma.
