The aim of this paper is to review the status of the diverse forms of sub-national television broadcasting in Spain, once the regional governments have finished the contests for local, regional and island licenses. Assuming deregulation and decentralization as the core forces of recent transformations in Spanish broadcasting, the paper examines the impact of digital terrestrial television (DTT) regulation on the so-called 'proximity' media. In each autonomous community (of the 17 created in Spain after the democratic Constitution of 1978), the status of the audiovisual operators is studied taken into account its territorial coverage (local, region, province or island) and the institutional typology (public, private, community media). Four models of public/private cleavage emerge from this systematic review of national and regional public policies on Spanish subnational television broadcasting: public predominant, private predominant, fragmented pluralist and concentrated pluralist.
ResumenDurante la última década, casi la totalidad de los países de América Latina han afrontado la transición de sus sistemas de televisión al digital. Tomando como base teórica la economía política de la comunicación, este trabajo analiza las políticas públicas de televisión digital terrestre (TDT) en Latinoamérica desde una perspectiva multisectorial, estudiando los fundamentos de la elección de estándares, el papel de los lobbies y el impacto de las decisiones tomadas desde el punto de vista de las políticas industriales, las políticas de telecomunicaciones y las tradicionales políticas de medios.parámetros del nuevo escenario. Para ello se estudia el proceso más allá de las consideraciones meramente técnicas, examinando la intervención de distintos actores sociales, lo que Hart (2004) resume en una interacción de ideas, intereses e instituciones: los aparatos estatales y los partidos políticos, las industrias nacionales e internacionales de fabricación de tecnologías de la información y los lobbies internacionales que soportan los estándares, los operadores de telecomunicaciones y las industrias del sector comunicacional tradicional. Freedman (2006) habla, por ello, de "la naturaleza cada vez más poblada del universo de la producción de políti-cas públicas". Estas presiones multidireccionales condicionan los procesos de elaboración de políticas públicas de comunicación de un modo que necesita ser estudiado contemplándolas como el resultado de una negociación multisectorial en el que gobiernos y corporaciones nacionales e internacionales son los actores determinantes (Mcchesney, 2008;Van Cuilenburg & Mcquail, 2003), pero no los únicos:Los actores implicados en la toma de decisión están ubicados no solo en el nivel nacional, sino en los niveles supranacional, regional y local, transnacional (bases institucionales que cubren más de una nación) y translocal (bases institucionales que cubren más de una ciudad en la misma nación). En la primera, se aborda el marco contextual y teórico de la investigación y se plantean las bases metodológicas; en la segunda, se estudia el proceso de transición digital en América Latina, contemplando las políticas de elección de estándares de TDT desde los planos industrial, de telecomunicaciones y de políticas de comunicación; por último, en la tercera parte se revisan las conclusiones de la investigación.
