Increasingly, the risk assessment community has recognized the social and cultural aspects of vulnerability to hurricanes and other hazards that impact planning and public communication. How individuals and communities understand and react to natural hazard risk communications can be driven by a number of different cognitive, cultural, economic, and political factors. The social sciences have seen an increased focus over the last decade on studying hurricane understanding and responses from a social, cognitive, or decision science perspective, which, broadly defined, includes a number of disparate fields. This paper is a cross-disciplinary and critical review of those efforts as they are relevant to hurricane risk communication development. We focus on two areas that, on the basis of a comprehensive literature review and discussions with experts in the field, have received comparatively little attention from the hazards community: 1) research concerning visual communications and the way in which individuals process, understand, and make decisions regarding them and 2) the way in which vulnerable communities understand and interact with hurricane warning communications. We go on to suggest areas that merit increased research and draw lessons or guidance from the broader hazards/social science research realm that has implications for hurricane planning and risk communication, particularly the development and dissemination of hurricane forecast products.
In the United States, the U.S. Fish and Wildlife Service uses the concepts of resilience, redundancy, and representation—often known as the “3Rs”—to guide implementation of the Endangered Species Act, which requires the U.S. government to designate imperiled species as threatened or endangered, and take action to recover them. The Service has done little, however, to relate the 3Rs to the statutory requirements of the Act. Here we focus on interpreting the concept of representation given core tenets of science and conservation policy. We show that the Service's current interpretation, which focuses on a narrow set of characteristics intrinsic to species that facilitate future adaptation, falls far short of a reasonable interpretation from the scientific literature and other policy, and has significant consequences for the conservation of threatened and endangered species, including those found in other countries. To illustrate the shortcomings in practice, we discuss the cases of the Lower 48 gray wolf (Canis lupus) delisting, the proposed Red-cockadedWoodpecker (Picoides borealis) downlisting, and the possible downlisting of the Canada lynx (Lynx canadensis). We then propose an alternative interpretation of representation that accommodates the Service's narrow interpretation and broadens it to include the importance of intraspecific variation for its own sake as well as extrinsic characteristics such as a species' role in ecological communities. We argue that this interpretation better reflects the intent of the Endangered Species Act, the best available science, and policy needs for conserving imperiled wildlife, all of which recognize the importance not only of preventing global extinction but also of preventing ecological extinction and extirpation across significant portions of a species' range.
The U.S. Endangered Species Act (ESA) protects over 2,000 species, but no concise, standardized metrics exist for assessing changes in species recovery status. Tracking these changes is crucial to understanding species status, adjusting conservation strategies, and assessing the performance of the ESA. We helped develop and test novel metrics that track changes in recovery status using six components. ESA 5-year status reviews provided all of the information used to apply the recovery metrics. When we analyzed the reviews, we observed several key challenges to species recovery. First, the reviews lack a standardized format and clear documentation. Second, despite having been listed for decades, many species still lack basic information about their biology and threats. Third, many species have continued to decline after listing. Fourth, many species currently have no path to recovery. Applying the recovery metrics allowed us to gain these and other insights about ESA implementation. We urge the U.S. Fish and Wildlife Service to adopt the metrics as part of future status reviews in order to inform public discourse on improving conservation policy and to systematically track the recovery progress of all ESA species.
