The word suzhi has become central to contemporary China governance and society. Reference to suzhi justifies social and political hierarchies of all sorts, with those of “high” suzhi being seen as deserving more income, power and status than those of “low” suzhi. This article examines the rise of the word's popularity during the reform era, the ways in which its meaning has been transformed, and the relationships of the word to earlier discourses. It proceeds through three sections: a linguistic history, a genealogy of related discourses and an analysis of the contemporary sociopolitical context. The historical section focuses on the spread of the word across various political and social contexts during the reform era. It examines the ways in which the word operates semantically and the challenges to translation these semantic structures pose. The genealogical section explores the historical antecedents of the meanings of the word in earlier political and social discourses both in and out of China. Finally, the sociopolitical section examines the uses to which the word is put and asks what the rise of suzhi discourse tells us about contemporary China's governance, culture and society.
In this article, I analyze the social processes of performance audits in a variety of cases in China, other postsocialist nations, and a U.S. workplace with Chinese immigrant employees. Although the processes share many commonalities, the ideological evaluations of them by the people involved are often diametrically opposed to those by anthropological analysts. For example, the Chinese workers often describe the performance audits as “socialist,” whereas the anthropological analysts tend to see them as a form of “neoliberal” governmentality. I use these contradictory evaluations to develop a critique of Nikolas Rose's conceptualization of “neoliberal governmentality,” especially when it is used as an explanation for contemporary processes of governing. Building on the comparative analysis of the performance audit cases, I conclude with a call for a classic anthropological approach to the study of audit cultures. Since the mid-1990s, 'neoliberalism' has grown in importance as an explanatory trope for socio-cultural anthropologists. This article seeks to unravel the various strands of neoliberalism's anthropological meaning and demonstrate the blind spots of using neoliberalism as an overarching trope. I begin by analysing the contradictions between two common forms of theorizing neoliberalism. The remainder of the article then focuses the initial discussion by examining a particular case: suzhi discourse in the People's Republic of China (PRC). Suzhi may be glossed as human quality, and suzhi discourse refers to the myriad ways in which this notion of human quality is used in processes of governing contemporary China. I discuss the strengths and weaknesses of the arguments of those who explain suzhi discourse in terms of neoliberalism and suggest ways in which this discourse might be contextualized more fruitfully than as a form of neoliberalism.
