62.8% of the Romani population in Spain lives in settlements that are segregated from the urban center or in peripheral neighborhoods, a sign of their historical persecution and discrimination. Anti-Romani sentiment has been territorialized by eliminating autonomy and means of self-production of space, with urban planning and housing policies being a key element in the materialization of their urban segregation, particularly during the Franco regime. Identifying the Romani as a surplus element in urban space led to their expulsion from self-produced housing, relocating them to peripheral social housing neighborhoods. Through the case studies, this article analyzes the Lo Campano and Los Mateos neighborhoods in Cartagena, Spain, the production of socio-spatial injustice against the Romani during Franco's regime, using Nancy Fraser's (1996) definition of social justice, and Giddens' (1994) structuration theory, as an analytical framework. The results indicate that these policies formed the basis of an urban and housing necropolitical exercise against the Romani, identifying them as surplus to the urban space and expelling them from their self-built homes to peripheral social housing.
La práctica usual en la determinación de la morfotipología de las edificaciones, necesaria para el desarrollo de las operaciones de rehabilitación y regeneración urbana, se realiza mediante el análisis exclusivo del propio edificio, ignorando la normativa urbanística de aplicación y la relación de la edificación con la parcela (no siempre definida) que la contiene. La inclusión del planeamiento urbanístico en el análisis del parque residencial es fundamental ante el desarrollo de estas operaciones. Partiendo de la metodología de la ERESEE 2020, en el presente artículo se ensaya un método de caracterización de la edificación, proponiendo una nueva definición de clústeres tipológicos a partir de datos catastrales y del análisis del planeamiento. Se analiza la disposición de los edificios en relación a los linderos de la parcela y al dominio público, fundamental para actuaciones que requieran incrementos de volumen y ocupación de espacio adicional por las edificaciones, inviables en volúmenes que coincidan con los linderos de la parcela. La aplicación de esta metodología a los nueve municipios españoles más poblados permite la caracterización tipológica de sus parques residenciales mediante el análisis de la realidad construida, pero contando también con su realidad urbanística y, por tanto, con sus posibilidades reales de transformación.
ResumenEl objeto del presente trabajo es la revisión crítica de la intervención y el planeamiento urbanístico en el casco histórico de la ciudad de Cartagena (España), con el objetivo de evaluar de qué manera se ha realizado un proceso de expulsión planificada de los barrios populares históricos. Para ello, se parte del análisis de los procesos de industrialización y urbanización desde el siglo XVIII hasta la actualidad, realizando una genealogía de los diferentes instrumentos de planificación que han intervenido en el ámbito de estudio, y relacionándolos con la evolución y el funcionamiento de los diferentes modos de producción, espacialización y territorialización del sistema capitalista. Además, la lectura de estos barrios como un ejemplo de común urbano por su papel como soporte de las redes sindicales y de movilización política, el sostenimiento de las tareas de cuidados y la reproducción social, y el carácter heterotópico de uno de estos espacios como “barrio chino”, permiten entender este proceso de expulsión y eliminación de los barrios como un ejercicio de desposesión o cercamiento del común.AbstractThe purpose of this paper is to analyse critically the intervention and urban planning in the historic centre of the city of Cartagena (Spain), in order to evaluate how a process of planned expulsion of the historic working-class neighbourhoods has been carried out. Starting from the analysis of the processes of industrialization and urbanization of the city from the eighteenth century to the present, the investigation makes a genealogy of the different planning instruments that have intervened in the area of study, relating them to the evolution and characteristics of the different modes of production, spatialization and territorialization of the capitalist system. In addition, these neighbourhoods are read as an example of urban commons due to their role as a support for political mobilization networks, care tasks and social reproduction, and the heterotopic character of one of these spaces as a red-light district, allowing us to understand this process of expulsion and elimination of neighbourhoods as an enclosure of the commons.
