Nuestro estudio localiza la implementación de macrodatos (big data) y la inteligencia artificial que avanza hoy en el Sur Global dentro de la agenda de “datos para el desarrollo”, en culturas como las latinoamericanas, caracterizadas por grandes asimetrías sociales y una corrupción estructural –herederas del proceso de colonización–, con el fin de evidenciar los problemas de automatización en sistemas alimentados por datos que han sido históricamente objeto de manipulación, o corrupción de datos. Para ello examinamos dos casos de mal funcionamiento en infraestructuras de información de programas de asistencia social en Colombia (Ingreso Solidario y Sisben) y exploramos el archivo de la teoría crítica latinoamericana con el objetivo de iluminar los procesos de datificación en estas condiciones. Finalmente, nuestra aproximación responde a los llamados a cuestionar el supuesto universalismo de los datos y a ir más allá de las miradas tecnocéntricas sobre el funcionamiento de estas tecnologías, desplazando el foco de atención a los momentos en que estas fallan, a los imaginarios sociotécnicos locales y a la agencia política de aquellos que se resisten a su control normativo.
Las promesas de acceso a la información, democratización del conocimiento, desarrollo económico y mayor participación, han sido un potente motor para la difusión de las Tecnologías de Información y Comunicación (TIC) en la mayoría de países del mundo. Sin embargo, luego de varias décadas de esfuerzos por cerrar la "brecha digital" y con más de medio planeta conectado a Internet, los augurios de la transformación en este ámbito continúan sin realizarse por completo. Las desigualdades socioeconómicas y culturales han determinado la manera en que diferentes individuos y grupos han apropiado las herramientas y redes digitales y han accedido a oportunidades. En vez de una sola brecha digital de carácter tecnológico, científicos sociales han demostrado que existen múltiples fracturas estructurales que dan forma a los procesos de apropiación de tecnologías. El rápido desarrollo de TIC de última generación, como el caso de los sistemas de Inteligencia Artificial (IA) y su despliegue a través de varias dimensiones sociales, probablemente profundizará las desigualdades digitales existentes. Hoy en día, la IA ya está siendo aplicada alrededor del mundo en diferentes sectores como: las finanzas, la educación y la distribución de noticias en redes sociales. Para comprender el impacto que la IA tendrá en la sociedad, economía, política y cultura y, asimismo, ayudar a que su difusión se lleve a cabo de una manera más justa, ética y humana, es necesario reconocer la existencia de múltiples brechas digitales que van más allá del simple acceso a tecnología. Este artículo explora la evolución de las desigualdades digitales con una perspectiva histórica y crítica que permite comprender sus matices y complejidad, evitar el determinismo tecnológico y situar el auge de la IA como parte de un proceso acelerado de transformación digital a escala nacional, regional y global.
