In multinationalen Staaten ist eine föderale Ordnung die wichtigste Alternative zu einer Sezession. Wie sich in Fällen wie Katalonien, Quebec oder Schottland jedoch zeigt, werden Sezessionsansprüche mitunter auch dann erhoben, wenn nationale Minderheiten bereits über substaatliche Selbstbestimmungsrechte verfügen. Dem stehen vor allem die Ansprüche interner Minderheiten entgegen. Für eine Vermittlung dieser Ansprüche schlage ich einen republikanischen Ansatz auf Basis der Freiheit als Nicht-Beherrschung vor. Einerseits schützen multinationale Föderationen interne Minderheiten am besten vor Beherrschung. Andererseits verlangt die Nicht-Beherrschung nach einem demokratischen Konstitutionalismus, aus dem ein Recht auf effektive Anfechtbarkeit einer gegebenen Verfassung bis hin zu einer Sezession folgt. Diese Spannung lässt sich durch die Erweiterung plebiszitärer Prozesse vermitteln, in denen sowohl eine Autonomie vertieft als auch eine Sezession vollzogen werden kann. Dies ermöglicht die legitime Konstituierung einer oder zweier Republiken durch mehrere Völker.
