Resumen: se analiza el nivel de gobierno electrónico y sus determinantes en las municipalidades de las cinco regiones más pobladas de chile. se trabaja con una base de datos con 188 municipios que concentran más de 71 por ciento de la población nacional estimada en 2016. se calcula, describe y georreferencia un índice e-valor 2016 para evaluar el suministro de servicios digitales en cada uno de los municipios. se analizan predictores del índice con modelos de regresiones lineales. los factores analizados se relacionan con las dimensiones que la teoría distingue como necesarias para la implementación de estrategias de gobierno electrónico. los principales hallazgos muestran patrones de distribución espacial en la región Metropolitana de santiago y permiten identificar la importancia de la infraestructura, el capital político del alcalde y la independencia financiera del municipio como determinantes significativos para desarrollar exitosamente iniciativas de gobierno electrónico a nivel municipal. ResumenEsta investigación presenta el análisis de la evolución de los niveles de eficiencia técnica de las universidades estatales colombianas. Para ello se toma la información del Sistema de Indicadores de Gestión propuesto por el SUE y el MEN, evaluado en las 32 universidades públicas durante el período 2003-2012. Previo a la estimación de la eficiencia, se obtienen losíndices de resultados de capacidad, formación e investigación, a través de los puntajes factoriales del análisis factorial. La estimación de la eficiencia técnica en losíndices de resultados de formación e investigación en función delíndice de resultados de capacidad, se hace bajo un modelo de fronteras estocásticas de producción con datos panel. El modelo asume los efectos de ineficiencia técnica variantes en el tiempo. La clasificación de las universidades se establece con las predicciones lineales de la regresión cuantíl, en los cuartiles 25, 50 y 75, que definen las universidades con eficiencia alta, media y baja, respectivamente. Los resultados de esta investigación indican que losíndices de formación e investigación están determinados positivamente por los recursos financieros, la planta física y la planta profesoral, estaúltima con mayor influencia.Palabras clave: Indicadores de gestión, modelo de fronteras estocásticas, datos panel.
