Resumo No Brasil, existe um consenso geral de que medidas de ajuste fiscal são necessárias para obter estabilidade de preços. No entanto, isso aparece como um consenso vazio, porque se enuncia como proposições gerais com pouco conteúdo operacional. Este artigo pretende avançar um pouco mais apresentando questões fiscais e reformas relacionadas à teoria do federalismo fiscal. Argumenta-se que a maioria dos problemas fiscais macroeconômicos decorre de uma divisão pouco clara de funções entre os governos federal e estadual e local. Resistências políticas à mudança são relatadas e um esquema de federalismo fiscal combinado com compartilhamento de receitas é proposto como forma de superar os obstáculos à reforma, uma vez que associa a diversidade da demanda local com a redistribuição regional da renda.
