Before the COVID-19 pandemic, the garment sector had the best performance globally, especially in Asia. In Indonesia, the industry provides employment, especially for women. However, the pandemic adversely impacted the garment industry and its workers. This paper aims to explore the adaptation strategies carried out by families of garment workers by employing a subset of the 2021 Family and Community Resilience Survey by the Research Center for Population, Indonesian Institute of Sciences (LIPI). The subsample comprises 100 families of garment industry workers residing in Bogor Regency. The results suggest that 89% of respondents stated that they were experiencing economic problems due to the pandemic. Moreover, these workers are vulnerable due to their employment status, predominantly contract and non-routine employees (26%) and they do not have savings and assets. Several activities were reported as part of their adaptive strategies in coping with economic stressors, namely changing their lifestyle (77.5%), changing family consumption (58%), and seeking loans from relatives (55%). Furthermore, 90% of workers reported not receiving salary subsidy programs. Therefore, the government needs to pay more attention to workers who are vulnerable to being heavily affected by the pandemic and should incorporate these findings in future social protection programs.
Pasca Indonesia meratifikasi Convention on the Rights for Person with Disabilities (CRPD) melalui UU Nomor 19 Tahun 2011 ( UU 19/2011), dan disahkannya UU nomor 8 Tahun 2016 tentang Penyandang Disabilitas (UU 8/2016), pendekatan terhadap isu disabilitas sudah tidak lagi hanya berkutat pada sektor kesejahteraan sosial. Isu disabilitas mengalami reposisi menjadi isu yang bersifat multisektor, termasuk terkait dengan sektor hak terhadap keadilan, partisipasi politik, dan hak sipil lainnya seperti hak atas kependudukan, hak berekspresi dan berpendapat, serta hak berserikat dan berkumpul. Dalam lingkup hak atas keadilan, Negara wajib menjamin adanya pengakuan atas kapasitas hukum penyandang disabilitas, dan dukungan untuk penyandang disabilitas dapat membuat keputusan atas dirinya sendiri secara mandiri. Selain itu, hak atas keadilan perlu dipenuhi dengan menciptakan mekanisme peradilan yang aksesibel, baik dalam aspek fasilitas maupun hukum acara. Sebagai bagian dari warga negara, penyandang disabilitas memiliki hak untuk berpartisipasi dalam bidang politik, baik terkait dengan hak untuk memilih dan dipilih dalam pengisian jabatan publik, atau dalam pembentukan kebijakan. Selain itu, ruang partisipasi penyandang disabilitas perlu dibuka dalam memberikan hasil pemantauan, analisa, dan evaluasi terhadap implementasi dari program yang khususnya terkait dengan hak penyandang disabilitas. Pada praktiknya, pelibatan penyandang disabilitas dalam pembentukan kebijakan masih parsial dan bergantung kepada kedekatan, sehingga belum dilakukan menyeluruh. Oleh karena itu, perlu untuk mengembangkan pendekatan representatif atau dikenal juga dengan community based voice melalui organisasi penyandang disabilitas. Hak sipil lainnya yang wajib mendapat perhatian negara dalam konteks pelindungan penyandang disabilitas adalah hak atas status kependudukan. Saat ini, masih ditemukan penyandang disabilitas yang tidak memiliki Nomor Induk Kependudukan (NIK), akibat dari hidup terlantar, tidak didaftarkan oleh keluarganya karena dianggap aib keluarga, hidup berpindah, atau pengetahuan dan kemampuan yang terbatas untuk mengurusnya. Dengan tidak memilik NIK, maka yang bersangkutan tidak terdaftar dalam program-program Pemerintah, tidak terdaftar sebagai pemilih dalam Pemilu, sampai mendapatkan tindakan diskriminasi lainnya. Pelindungan terhadap hak sipil bagi penyandang disabilitas juga mencakup pengakuan atas bahasa isyarat bagi penyandang disabilitas tuli, maupun hak mengembangkan diri dalam berbagai bidang, termasuk kesenian, olahraga, keagamaan, maupun penelitian.
