Assessment of the tourist attractiveness of a territory is an important analytical area in terms of identifying opportunities for development of regional tourism, as one of the most significant and promising sectors of the economy. This can be the basis for development of appropriate strategic regional programs. The existing scientific discussion in this area has contributed to emergence of a number of methodological approaches that can be used in practice. However, their critical analysis revealed a number of provisions, the improvement of which will make it possible to obtain more objective and relevant results, reflecting the possibility of the destination becoming an object of attraction for tourists. Firstly, the lack of a clear distinction between the categories of “tourist potential”, which reflects the objective state of the resources of the territory, and “tourist attractiveness”, which includes the estimated component of available resources from the perspective of a consumer of tourist services. This leads to the fact that the principle of the subjectivity of the assessment is practically not implemented, thus the possibility of focusing on market demands is not fully used, which implies use of segmentation and positioning tools. Secondly, the results obtained using the methods offered by the scientific community are often distorted by the subjective perception of the researcher, which is associated with use of a large volume of expert assessments. Thirdly, from our point of view, the number of estimated variables, the number of which may approach 100, is not always justified. This, on the one hand, reduces the degree of influence of each of them on the result, and, therefore, the significance, and on the other hand, makes it difficult for the analyst to collect the necessary information. Therefore, the purpose of this study is to develop a methodology that eliminates these disadvantages. The offered author’s development includes objective indicators that do not require involvement of experts in their assessment. The number of these indicators is limited and systematized by groups, in accordance with modern market demands: directly attracting tourists, ensuring the quality of stay and ensuring the availability of the territory. The relative form of the offered metrics shows the degree of difference in the selected variables of some territories in comparison with others, which in the future will make it possible to orient the tourism development in the region to target audiences whose needs can be satisfied by the resources available at the destination.

The paper considers topical issues of the development of domestic tourism management systems. The purpose of the article is to develop a management concept for the tourism industry, which allows for a comprehensive analysis of the current state and development potential of the tourism industry and formulate management decisions for the development of the tourism industry in the region. The authors use methods of statistical data analysis, structural analysis and quantitative assessment of criteria. The article develops the concept of management of the tourism industry at the regional level, developed an algorithm for identifying "zones of attraction" in the region, a functional diagram of monitoring, control and adjustment of management decisions. On the basis of statistical data and a quantitative assessment of the criteria in the context of municipalities, the zones of attraction of the region's territory are determined. Based on the indicators of the implementation of the tourist potential and the level of development of tourism infrastructure, a positioning map of the municipalities of the region is built, on the basis of which management decisions are developed. The results of approbation of the concept made it possible, using the example of the Krasnoyarsk Territory, to demonstrate the system of identifying the current and potential "zones of attraction" of the region in the context of municipalities, which makes it possible to form management decisions in the development of the tourism industry of the territories. Thus, the use of the developed management methodology for the tourism industry will allow us to determine the point places of attraction of tourists and to work out in more detail possible management decisions, which will increase the level of tourist attractiveness of the region as a whole. The results obtained represent the basis for the application of the developed toolkit by the subjects of state and municipal management of the regions of Russia in order to make scientifically grounded management decisions in the development of tourism products in the region as part of the implementation of the tourism development strategy.
The tourism industry is currently experiencing serious difficulties related to the COVID-19 pandemic. There has been a significant decline in outbound tourism flows due to the closure of national borders and the introduction of restrictions by countries that were traditionally considered the most attractive for tourists. At the same time, the reduction of outbound tourism can be seen as an opportunity for the development of domestic tourism, including intra-regional tourism. Krasnoyarsk Krai is the second largest subject of the Russian Federation, which has significant opportunities for tourism development, however, we notice a low level of inbound and domestic tourism development due to insufficient development of tourism infrastructure, as well as low level of people's awareness of potential places of attraction in the region. To develop tourism in Krasnoyarsk Krai it is necessary to carry out large-scale studies to identify the most promising tourist flows, to strengthen marketing activity on the part of private business and tourism management bodies, to form a tourist brand of the region, to develop a mechanism for managerial decision-making in the field of tourism development and support. In our opinion, the initial stage of research and decision-making complex should be the assessment of the region's tourism potential. The article is devoted to the research and comparative analysis of approaches to the assessment of tourist potential of territories. Assessment of tourist potential is the initial stage of a systematic approach to making management decisions for the development of the tourism industry at any level, including intra-regional. Comparative analysis of approaches to tourism potential assessment allowed us to identify the methodology that is most suitable for the specifics of Krasnoyarsk Krai, as well as further areas for its improvement.
