Topicality. The urgency of the problem of planning the "green" development of the economy of the amalgamated territorial communities is compounded by the need to combine economic growth with the protection of the environment in view of the current world trends that direct the policy of local economic development to the concept of sustainable development. Aim and tasks. The aim of the paper is to develop theoretical principles and practical applications, that should justify the expediency of introducing local economic development instruments in the context of the concept of "green" development. Proposals can be taken into account and implemented on the territory of any region or territorial community of Ukraine. Research results. The role of the state in identifying priority areas and areas of "green" growth, in particular at the level of voluntarily amalgamated territorial communities, has been marked by the introduction of a participatory approach to planning. These instruments of state economic policy, which are used as an instrument of transition to the principles of the "green" economy. The possibilities of increasing energy efficiency through the use of clean renewable energy sources and energy-efficient technologies in the key sector of the "green" economy have been determined. The market of renewable energy sources in Ukraine has been analyzed and the possibilities of financial support of electricity producers from the funds of international institutions have been indicated. It has been noted that the technical and economic opportunities of green energy projects at the level of voluntarily united communities should summarize the "road" map, which should include a perspective plan for the development of green energy, costs for the implementation of the project, justification of the feasibility of their implementation, the effects of positive or negative impact on the environment. Proposals have been developed regarding the institutional support of the "green" economy at the level of the amalgamated territorial communities and identified services that could be provided by the "green" chambers in the communities. Conclusion. Local governments, making a policy of boosting local economic growth, should lay the foundations for the implementation of the concept of "green" development, the use of green technologies, green production, etc., in order to achieve harmonious economic and environmental development and contribute to raising the standard of living of the population. Local authorities are obliged to strengthen the local economy and introduce the green economy model by gradually reducing the use of organic fuel and promoting the development of green technologies and green production. Encouraging all stakeholders to implement the concept of "green" growth and supporting their activities requires local authorities to introduce a number of measures aimed, in particular, at raising awareness and promoting the concept of "green" development among the local population, as well as by providing informational and financial support to enterprises, citizens and non-governmental organizations. The development and implementation of measures to ensure the green development of the economy of the amalgamated territorial communities should take into account local features and conditions, as well as assess the impact of such plans on the implementation of the concept of "green" development.
Benchmarking as a tool for the effective management of the economic development of a voluntarily amalgamated territorial community (ATC) is researched. The effective use of “benchmarking” technology (based on creativity and effective use focusing on the best practices for further synergizing results) is an inalienable prerequisite for the successful development of newly territorial systems. The expediency of introducing a benchmarking tool through a change in the public administration model is substantiated. The authors identify the key issues that the territorial entities, as independent market players, face as a result of the reform implementation of the territorial organization of power. The emphasis is on the advisability of the three-sector local economic development (LED) management, based on cooperation between the public sector (government), the economic sector (business) and the non-governmental sector (community) to improve the quality of life and the community’s economic potential. The selection criteria of the LED stakeholders that can become the real change drivers for better are studied. The results obtained by studying the current state of an ATC in comparison with others are summarized in the economic profile of the community. Factors that determine the feasibility of compiling an economic profile are identified and, at the same time, are considered as a kind of incentive for all participants in participative planning to become users of this information. The incentives are grouped according to the LED stakeholders’ groups. Possible LED tool sets are identified. Arguments are presented in favor of such LED tools as creating the agricultural cooperatives, establishing the local development agencies, and developing the territories of business presence. The components of project proposal, as a basis for project evaluation from the standpoint of economic and social utility for the community, are determined.
Topicality. In the context of global challenges, in particular related to overcoming the consequences of the COVID-19 pandemic, providing support and development of entrepreneurship is becoming especially relevant. Indeed, if large enterprises are able to overcome the problems facing them, at the expense of their own reserves, then micro-,small- and medium-sized enterprises, that provide a large number of jobs, are at risk in the absence of support from both the state and others institutions for support and development of entrepreneurship. Aim and tasks. The aim of the paper is to determine the main trends in the development of entrepreneurship in Ukraine in the context of global challenges, substantiate the need to stimulate entrepreneurial activity and identify the main problems of forming an effective infrastructure for its support. To achieve this goal, the theoretical aspects of entrepreneurial activity were identified, the changes that occurred in the business sector in the context of global challenges were analyzed, the features and problems of the existing infrastructure for supporting entrepreneurship were considered. Research results. The development of entrepreneurship is the key to the economic growth of the country as a whole. The analysis has showed that entrepreneurs in Ukraine are now quite successfully adapting to global challenges, in particular those associated with the COVID-19 pandemic. However, there are a number of obstacles that hinder the development of entrepreneurship, namely the introduction of changes in legislation (for example, the mandatory submission of primary documentation) and the tax burden, the impact of which has not been graded by the state in the context of a pandemic. The need to provide support for the development of entrepreneurship in the context of global challenges has been substantiated in the paper. In particular, it seems to be very important for ensuring the development of micro, small and medium-sized businesses, that have much less reserves for eliminating the consequences of economic instability in comparison with large enterprises. Despite a fairly large network of institutions for supporting entrepreneurship, the activities of many of them are declarative and do not fully meet the needs of business entities. The process of formation of effective business support infrastructure in Ukraine is constrained by the low level of business confidence in the government and, as a consequence, the lack of an well-established interaction. Conclusion. The key direction of ensuring effective support and development of entrepreneurship in the context of global challenges is the establishment of effective interaction between institutions of various forms of ownership. Prospects for future research in the field of support and development of entrepreneurship are associated with the development of an effective mechanism for interaction between the state, business and international donors to ensure the development of entrepreneurial activity in Ukraine.
