La acción de Jo. sé Patiño en Cádiz y los proyectos navales de la Corona del siglo XVIIl ANA CRESPO SOLANA La obra de José Patiño como estadista, diplomático y economista ha sido señalada en varias ocasiones, aunque no profundizada en un estudio que nos ofresca una visión más concreta y pulida.Su 'aparición en la escena política española durante el reinado de Felipe V se produjo unido en fortuna a otra persona, el Almirante Don Andrés de Pez, gober nador del Consejo de Indias en 1717 y posteriormente primer Secretario de Gue rra y de Marina, cuando esta institución se creó por segunda vez en 1721 (1). La actividad política de José Patiño está, en cierto modo, conectada con las inspira ciones del Almirante, como el propio Patiño explica en su "Exposición Reserva da" (2). En 1726, y tomando la dirección de la Secretaría de Marina e Indias, Pati ño aparece en la Administración central, acaparando después casi la totalidad del poder como primer ministro de Felipe V. En la escasa bibliografía de que dispo nemos sobre su gobierno se apunta que, como hombre de Estado, Patiño supo calibrar. el papel de España en el nuevo equilibrio internacional, y emparejar éste con los intereses de la nación (3).Como muy bien ha resumido Ravina Martin (4), Patiño se encargó fielmente de las cu'estiones de política comercial y naval que tenían como objetivo primero el puerto de Cádiz, aunque hay que indicar que sus actividades entroncan con

RESUMEN: Terminada la Guerra de Sucesión por la corona de España en 1713, se experimentó una fuerte constatación de que las instituciones del comercio colonial americano acuciaban graves problemas en su configuración interna, es una crisis institucional en una época en la que se desea forzar la centralización del Estado y las administraciones, pero sobre todo en relación a dos aspectos: el fiscal y el organizativo. En este escenario, José Patiño y Rosales (1666-1736) unificará los planes y discursos de otros estadistas y marinos, como Andrés de Pes, José Campillo, Manuel García de Bustamante o Bernardo Tinajero de la Escalera, para convertir los clásicos planes de refuerzo del comercio colonial a través de compañías de comercio en un auténtico plan de desarrollo naval en la bahía de Cádiz en cooperación con otros ministros, como el propio Francisco de Varas y Valdés que, aunque receloso de los problemas fiscales de Cádiz, cooperó con Patiño en la reactivación de la navegación atlántica de la Carrera de Indias.Palabras clave: Comercio Colonial; Armada española; Casa de la Contratación; Construcción naval moderna; Historia naval; siglo xviii. Besides there was serious problems related to the internal configuration and the organization and maintenance of the Navy. That was an institutional crisis in an era in which the Spanish Crown desired to force the centralization of the State and administrations, but especially in relation to two aspects: the fiscal and the administration of the Armadas.
