INTRODUCCIÓN: NUEVAS PERSPECTIVAS EN EL MERCADO INTERNACIONAL DEL VINODesde hace unas décadas, el mercado internacional del vino está sufriendo importantes modificaciones, tanto por la ampliación de la oferta, con la incorporación de nuevos productores, como por la diversificación de la demanda, marcada por un descenso en los países tradicionalmente consumidores y un incremento a escala mundial por la incorporación de otros nuevos.Los datos existentes ponen de relieve el aumento de la producción mundial de vino a partir de los años noventa del pasado siglo, superándose actualmente los 300 millones de hectolitros. Los países europeos tradicionalmente productores se mantienen en cabeza y su oferta excede su propia demanda, por lo que deben buscar salida a sus excedentes en el mercado internacional, en competencia con los nuevos vitivinicultores «emergentes», especialmente
En este trabajo se presenta el producto “Ruta del VinoSomontano” de la comarca aragonesa de la que toma su nombre enBarbastro (Huesca), como un Proyecto Territorial con identidad cultural,que sirve de referente dentro y fuera del marco relacional en el que seubica. El elemento aglutinante de todas las dimensiones de la identidades el vino y el enoturismo la actividad principal, aprovechando los recursospatrimoniales del territorio y gracias a una buena acción de gobernanzacomo elemento principal.
En el momento actual el paisaje cultural, formado por elementostangibles e intangibles que expresan una acción humana prolongadasobre el medio natural, es considerado como patrimonio y seña deidentidad de una sociedad y un territorio. Igualmente se entiende comoun recurso que permite actividades económicas y repercute en esa sociedady ese territorio. Los paisajes vitivinícolas cumplen esos requisitos.En las siguientes páginas, partiendo de los datos que ofrecen las fuentesde información del Ministerio de Agricultura, Alimentación y Medio Ambiente,el Departamento de Agricultura del Gobierno de Aragón, el InstitutoAragonés de Estadística y los Consejos Reguladores de las Denominacionesde Origen vitivinícolas, se analizarán los espacios de viñedoaragoneses con denominación de origen, donde se concentra el mayorporcentaje de este cultivo en Aragón, poniendo la atención en el carácterpatrimonial y cultural que aporta la larga historia de sus paisajes y supapel en el desarrollo rural.
En la actualidad son abundantes los trabajos agrarios que realizan geógrafos, historiadores, economistas, sociólogos, etc, atendiendo a diversos aspectos del tema y en todos ellos se pone de manifiesto la necesidad que existe, para el perfecto conocimiento de la estructura agraria, de analizar en sus justos límites la verdadera dimcnsión de la propiedad de la tierra; ésta tiene una importancia específica en Geograiía Agraria porque influye decisivamente en la organización del espacio agrario.La fucnte básica de información, para el estudio de la propiedad de la ticrra, es el catastro con los demás documentos que lo complementan (cédulas de propiedad, padrones de contnbuycntes, listas de valores, jornadas teóricas.. .); esta fuente, con su triple finalidad fiscal, jurídica y estadística y con todas las limitaciones e incxactitudes que en contra de ella se pueden aducir, es la más completa como algunos ruralistas ya han puesto de manifiesto y, en determinados aspectos y zonas territoriales, la única existente (kópez Ontiveros, A., (1971). No obstante, con frecuencia, su estudio ha estado mediatizado por factores de trascendencia politica y sociológica que han influido, casi siempre dc forma negativa, en el acccso a la información existente al respeto.La realización de un trabajo de investigación sobre la propiedad de la tierra en la provincia de Hucsca, me ha brindado la oportunidad de conocer exhaustivamente el catastro, cuya consulta se ha revelado de gran interés. Aunque existen otros trabajos1 que analizan esta fuente de información de El csiudio dc la ~ropiedad dc la tierra a través de las fiientes ... modo general, algunos han quedado desrasados por los cambios de estructura, método de registro y dcmds crilerios valorativos utilizados en su confección. Por éso, me ha parecido útil aclualizar y ampliar algunos aspectos, conlraslrando los catastros de 1945 y actual y los amillaramientos de iinales del siglo XIX. Su aplicación a una zona concrcta permitirá analizar el método u~ilizado, que es igualmente válido para cualquier espacio en el que se quiera realizar la iiivesligación en vase a dalos catastralcs porque lo único que varía son las cifras de valores quc hacen refcrencia a la información económica, en relación con el Líquido 1mponible2. Y no es precisamente el valor exacto lo que interesa en este caso, sino más bicn, dar a conocer a los futuros investigadores su significado y las posibilidades que ofrece para realizar trabajos, con distintos cnfoqucs y contenidos, en relación con la estructura de la propiedad de la tierra.Así, se puede abordar un análisis evoliitivo y estructural a la par que con bastante precisión, permite efcc~uar un seguimiento retrospectivo de propiedades concretas, porque estan perfectamente localizadas en sus respectivos polígonos, parcelas y subparcelas e identificadas con sus correspondientes cambios de titularidad y las causas de los mismos (venta, herencia, usufructo. ..); igualmente recoge los cambios de calificación de rústica a urbana, los que pasan a titularidad del Estado...
