A methodologically sound systematic review is characterized by transparency, replicability, and a clear inclusion criterion. However, little attention has been paid to reporting the details of interrater reliability (IRR) when multiple coders are used to make decisions at various points in the screening and data extraction stages of a study. Prior research has mentioned the paucity of information on IRR including number of coders involved, at what stages and how IRR tests were conducted, and how disagreements were resolved. This article examines and reflects on the human factors that affect decision-making in systematic reviews via reporting on three IRR tests, conducted at three different points in the screening process, for two distinct reviews. Results of the two studies are discussed in the context of IRR and intrarater reliability in terms of the accuracy, precision, and reliability of coding behavior of multiple coders. Findings indicated that coding behavior changes both between and within individuals over time, emphasizing the importance of conducting regular and systematic IRR and intrarater reliability tests, especially when multiple coders are involved, to ensure consistency and clarity at the screening and coding stages. Implications for good practice while screening/coding for systematic reviews are discussed.
Objectives Agent-based modeling (ABM) is a type of computer simulation that creates a virtual society and allows controlled experimentation. ABM has the potential to be a powerful tool for exploring criminological theory and testing the plausibility of crime prevention interventions when data are unavailable, when they would be unethical to collect, or when policy-makers need an answer quickly. This paper takes stock of the current literature to discuss the potential contributions of ABM, assess current practice, identify shortcomings that threaten the validity of findings using ABM, and to make suggestions regarding the construction and communication of future work using ABM. Methods We systematically searched major databases to find all publications using ABM to simulate urban crime patterns and coded publications to quantify the following information: (1) characteristics of the publication, the model and the agents, (2) model purpose, (3) crime type investigated, and (4) interrogation of the model via sensitivity testing and validation. Results After sifting papers according to our inclusion criteria, we identified and reviewed 45 publications. Models informed by the opportunity theory framework dominated. Most publications lacked detail sufficient to enable replication. Many did not include clear a rationale for modeling choices, parameter selection or calibration. Rarely were parameters
Alley gates are designed to limit access to alleys and the crime opportunities they afford. Informed by the acronym EMMIE we sought to: (1) systematically review the evidence on whether alley gates are Effective at reducing crime, (2) identify the causal Mechanisms through which alley gates are expected to work and the conditions that Moderate effectiveness, and (3) collate information on the Implementation and Economic costs of alley gating. The results of our meta-analysis suggest that alley gating is associated with modest but significant reductions in burglary, with little evidence of spatial displacement. We also identified six mechanisms through which alley gates might plausibly reduce crime, and the conditions in which such mechanisms are most likely to be activated.
The What Works Centre for Crime Reduction was established in September 2013 with the aim of increasing the use of research evidence by decision-makers in policing and crime reduction. The EMMIE framework was developed to meet this aim. It encapsulates five broad categories of research evidence that are considered relevant to crime reduction, namely Effect size, Mechanism, Moderator (or context), Implementation and Economics. In this paper, we chart the origins and development of EMMIE. We also reflect on our experience of applying EMMIE both as a coding system to appraise systematic review evidence and as a framework to inform the design and conduct of systematic reviews in crime reduction. We conclude with a critique of EMMIE and with suggestions on how it might be developed and refined in the future.
The Channel programme is part of the Prevent Strategy, one of the four strands of the UK counter-terrorism strategy known as CONTEST. While the programme has been running since 2007 and thousands of purportedly ‘vulnerable’ individuals are referred to the programme each year, there are still gaps in public knowledge about the programme, and this article seeks to fill some of those gaps while raising issues to consider in the future. With empirical data from interviews with individuals who have worked on the Channel programme, issues discussed include the type of individuals who are placed onto the programme, the suitability of intervention providers who aim to assist these vulnerable individuals, and the vital role of schools and the community in the success of the programme. The way in which the programme is designed and framed is of vital importance, as the mechanisms by which a deradicalization programme should work are very different from those which a counter-radicalization programme should employ. Finally suggestions are made for future empirical work in order to be able to understand and evaluate Channel.
