The presence of the use of information and communication technology in government as a digital-government concept, is aim at helping the government optimize performance in providing services effectively and efficiently. One way for the government to take advantage of new technology is to provide the public with easier access to government information and services and to improve the quality of services provided. The purpose of this study is to describe the application of digital in public services in Sukajaya Village, Sumedang Regency, West Java Province as an effort to improve the quality of public services in the 4.0 era. This research method uses a qualitative descriptive approach, with data collection and techniques used are observation, direct interviews, and literature studies sourced from many articles in journals, books, relevant regulations, information media content related to the focus, and research problems. The results of the study indicate that the application of digital in Sukajaya Village is still in the cataloging stage, where this stage is the digital government process as a one-way communication relationship between the community and the government. In this stage, all forms of announcement information are posted in digital form. This research article concludes that Sukajaya Village in implementing digital government pays attention to government readiness factors, including resource readiness, IT readiness, cognitive readiness, innovation readiness, partnership readiness, cultural readiness, and structural readiness.
The use of information and communication technology in governance is a digital governance concept. Online single submission through government regulation number 24 of 2018 as a licensing reform through the concept of implementing digital government. As a response, the Sumedang Regency government underwent a digital-based service transformation through SI ICE MANDIRI. SI ICE MANDIRI as an online-based service system for each licensing and non-licensing at the one-stop integrated investment office. This study uses a descriptive qualitative method through direct observation and interviews with leadership informants, DPMPTSP technical employees, and the community in Sumedang. This study aims to determine and describe the extent of the service transformation process through SI ICE MANDIRI which is integrated with OSS on business permits in the Sumedang Regency environment. The results of this study reveal that SI ICE MANDIRI is still in the development stage, so licensing services are still not optimal. Using the theoretical concept of the Digital Government Maturity Model, it shows that the digital transformation of MANDIRI's SI ICE which is integrated with OSS occupies the integration stage, which means that the business license service process through OSS is carried out through an integrated system between the central government and the regions in various government agencies. Through this service system, the community or business actors carry out the permit process in one stage through the SI ICE MANDIRI and OSS systems.
Kabupaten Sumedang menjadi salah satu wilayah yang terdampak COVID 19 ini, yang mana sampai tanggal 27 Mei 2020 kabupaten sumedang 12 kasus yang terkonfirmasi. Pelaksanaan PSBB di kawasan Bandung Raya yang di dalamnya kawasan Kabupaten Sumedang berdasarkan keputusan Gubernur No 30 tahun 2020. Tanggal 22 April 2020 PSBB dilaksanakan di Kabupaten Sumedang. strategi Kebijakan - kebijakan yang diambil oleh pemerintah Kabupaten Sumedang dalam penanganan pandemi ini berfokus pada dua kebijakan yaitu tata kelola pemerintahan dan mobilisasi dan orkestrasi modal sosial dalam penanganan pandemi COVID 19 ini kabupatem Sumedang memakai beberapa strategi yang progresif dan akuntabel, komparatif/ scientific serta inovatif dan kolaboratif. Kebijakan kebijakan ini tidak lain hanya untuk pengendalian birokrasi dan pengendalian sosial di tengah pandemi COVID 19, demi terwujudnya keberhasilan PSBB menuju Sumedang SIMPATI dan Jabar JUARA. Penelitian ini bertujuan untuk menganalisis sejauh mana staretgi kebijakan yang di buat Pemerintah Kabupaten Sumedang untuk penanganan COVID 19 di wilayah Kabupaten Sumedang. Dalam penulisan artikel ilmiah ini menggunakan metode pendekatan kualitatif dengan teknik analisis studi literature pada bidang keilmuan administrasi Publik dan Kebijakan Publik serta fenomena-fenomena sebagai objek yang sedang berkembang di masyarakat. Hasil dari penelitian ini dapat disimpulkan bahwa strategi – strategi kebijakan dan tata kelola pememrintahan di Kabupaten Sumedang menimbulkan dampak positif yang terlihat dengan adanya efektivitas tata kelola pemerintahan untuk pegawai di daerah Kabupaten Sumedang.
Dilakukan kajian analisis tren perkembangan penelitian bidang administrasi publik dengan kata kunci “Public Service” tahun 2018 - 2020. Kajian bertujuan untuk mengetahui: (1) perkembangan jumlah publikasi internasional bidang “Public Service” pada database Sciencedirect yang terindex Scopus dari tahun 2018 -2020; (2) jurnal inti dalam publikasi internasional dengan kata kunci “Public Service”; (3) peta perkembangan publikasi internasional penelitian bidang instrumentasi berdasarkan kata kunci (co-word) dan berdasarkan pengarang (co- author). Pengumpulan data dilakukan dengan penelusuran melalui www.sciencedirect.com dengan katagori, judul artikel, abstrak, dan kata kunci, dalam kurun waktu 2018-2020. Data berupa jumlah publikasi pertahun, jurnal yang memuat artikel bidang Public service, penulis, dan subjek dianalisis menggunakan Microsoft Excel 2010. Sedangkan untuk tren perkembangan publikasi internasional bidang pelayanan publik dianalisis dengan menggunakan sofware VosViewer. Hasil penelitian menunjukkan bahwa perkembangan pertumbuhan bidang ilmu administrasi publik dengan tema public service tahun 2018 - 2020 yang terindek di Scopus tertinggi terjadi pada tahun 2020 yang mencapai selisih 999 publikasi dari tahun sebelumnya. Publikasi internasional bidang Public service terbanyak dipublikasikan pada Jurnal of Cleaner Production dengan jumlah 304 publikasi. Hasil penelitian berdasarkan kata kunci dengan Peta perkembangan bidang pelayanan publik berdasarkan co- word mengelompok menjadi 10 kluster dan co-author mengelompok menjadi 13 penulis yang memiliki network terbanyak.
The implementation of the Pilkada during the pandemic has been carried out in 2020 in Bandung Regency through various efforts taken to carry out the Pilkada properly. The increasing participation of the community in the Pilkada during the pandemic compared to the previous Pilkada illustrates that the people of Bandung Regency have a fairly high level of participation. In addition, implementation during the pandemic is feared to create new clusters for the spread of COVID-19. This study aims to organize the Pilkada which is carried out with an administrative operability approach. The method used is descriptive with a qualitative approach, data collection and techniques used are observation, direct interviews, and literature study. The results showed that the implementation of the Bandung Regency Pilkada had met the administrative eligibility criteria, institutional commitment, organizational capabilities, and support. Technically, we still have to pay attention to institutional commitment and the ability of the Pilkada organizers, this is a factor that influences the Bandung Regency Election to be carried out well during the COVID-19 pandemic.
