Many employees’ performance appraisal systems lack business standard irrespective of the organization. Performance appraisal system differs depending on the type of work and job description in an organization. Most organizations lack scientific technique for rating their employee’s performances. In this case, a decision support system will help organizations to have a standardize way of performance appraisal and make the appraisal process transparent, fair and just. Analytical Hierarchy Process (AHP) was used in this paper to evaluate employees performances based on five criteria: personal skills, initiatives, teaching quality, method of teaching and research in which case each of the criteria was divided into sub-criteria; and by applying the Decision Support software for evaluating employees performance in line with the individual objectives required to meet the overall organizational mission. The result obtained showed that the consistency ratio (CR) of the five criteria is C.R = 0.0976 which showed that there is consistency in all the criteria in appraising the performance of an academic staff in Kampala International University (KIU) except research. Therefore, personal skills, initiatives, teaching quality and method of teaching are consistent and valid factors while research has not been consistent in appraising an academic staff in KIU despite the weight (47%) attached to it.
Cloud enterprise data warehousing is a top level strategic business and information technology (IT) investment initiative in any organization that is technologically inclined, profit driven and customer oriented. To build the data warehouse, data are obtained from numerous heterogenous data sources, transformed, cleansed and processed into an applicable data repositories for implementation across the healthcare organizational settings. The current paper constructed an enterprise cloud data warehouse for e-healthcare organization and connected the medical/clinical workforces through the enterprise e-healthcare data warehouse and allowed the medical solutions and clinical information of all the patient to be stored. The proposed system is expected to improved the e-Healthcare information management by providing a model to support medical software automation, hardware system integration and enhances the control and management of the patients records.
The integration of heterogeneous enterprise cloud data warehouses enables the formation of national health grid ecosystem that links public and private health databases to enable supervision of healthcare utilities, costs, quality of care and observance of national healthcare administrative protocols. The development of cloud data warehouse requires information communication technology to condense the costs of patient’s healthcare by supporting care, away from hospitals, where increasingly detailed data can move from patients to centralized cloud server data warehouse, allowing efficiency in diagnosis and treatment options. The global democratization of 5G telecommunication broadband creates entirely new use case scenarios for consumers addressing healthcare sector and industries, intending to improve citizen’s life expectancy. The improved data rate transmission revolutionizes healthcare sector and offers prospects that enable the telecommunication merchants to penetrate the supply chains and initiate partnerships that profit the entire healthcare business ecosystem. This paper analyses the 5G network implementation business potentials, focusing on the 5G business opportunities that originate from industrial healthcare automation, allowing patient data aggregation required for citizens’ healthcare management. The research entrenches the 5G radio frequency access network and distributed cloud IoT server systems in constructing a healthcare grid data warehouse to enable self-optimized service-level agreements. Moreover, this paper observes that the healthcare sector prioritized telecommunication operators when partnership issues were debated above every other service sector addressing healthcare development. The cloud IoT platform offers solution to synchronize-able global device connectivity management for e-healthcare and demonstrates how these improvements enable development of new systems for public healthcare policy formulation and delivery in Nigeria.
