L’article vise à analyser le choix de raccordement des ménages aux réseaux spontanés d’eau potable développés par des petits opérateurs privés (pops) dans les quartiers périphériques de Maputo (Mozambique) grâce aux données d’une enquête réalisée auprès de 880 ménages. L’estimation de modèles Probit permet de dégager des résultats nouveaux sur l’accès à l’eau des ménages en Afrique. En particulier, nous montrons que les quartiers périphériques de la capitale sont hétérogènes et que les réseaux développés par les pops ne sont toujours pas accessibles aux ménages les plus pauvres (vivant avec moins d’un dollar par jour et par personne).
L’article analyse l'impact de l’accès à des services de base sur le prix des loyers dans les bidonvilles d’Abidjan. À l’aide d’un modèle économétrique basé sur la méthode des prix hédoniques, nous soutenons que les loyers des logements équipés de latrines améliorées, raccordés au réseau d'eau et/ou d'électricité sont relativement plus élevés. Contre toutes attentes, l'existence d’un service organisé de ramassage des ordures ménagères n'a pas d'impact sur ces loyers. Si différentes raisons expliquent ce résultat, il démontre principalement l’existence d’une sous-valorisation des bénéfices associés à l’accès à ce service de base. Lorsque les ménages tireront satisfaction de ce service et en percevront tous les gains escomptés, la valorisation monétaire de l’accès à un service de collecte des déchets affectera probablement la valeur locative des logements. L’article évalue, à l’aide de la méthode d’appariement par le score de propension appliquée aux données d’une enquête réalisée en 2010, un prix implicite du non-raccordement pour les ménages d’une petite ville africaine (Dapaong au Togo). Les bénéfices associés à l’obtention d’un branchement privé sont évalués à l’aide de deux variables traditionnelles en économie (quantité et prix). Le raccordement de tous les ménages génèrerait une hausse de la consommation unitaire en eau de 86 ou 92 litres par jour (selon les algorithmes), ce qui permettrait de satisfaire, au-delà des seuils recommandés par les organisations internationales, les besoins en eau des populations. Par ailleurs, l’estimation du coût moyen élargi suggère, qu’en dépit du coût de raccordement initial, l’accès au réseau offrirait une réelle opportunité de réduction de leur coût global pour chaque mètre cube d’eau consommé en raison, notamment, de la disparition du coût d’opportunité du temps de collecte.
