Higher education institutions are expected to account for their performance and this increasingly includes strengthening community relationships. However, assessment of Higher education institution (HEI)-Community partnerships is nascent. In this study we seek to discern the situation of these partnerships and examine accountability for performance in Canada, thereby advancing understanding about this international phenomenon. A search of Canadian HEIs was carried out to identify those with an explicit mandate relating to community relationships and an initial questionnaire was distributed to their offices. Results afford insights into the present state of HEI-Community partnerships in Canada. A second questionnaire, distributed to individuals within the HEIs as well as community partners, examined how best to assess the performance of HEI-Community partnerships. Indicators and measures associated with a three-fold framework (inputs, processes, outcomes) were validated, offering important and timely advancements to HEIs in the era of accountability and performance-based funding.
The enterprise of sustainability science extends beyond the academy to address pressing environmental issues through collaboration. It coincides with trends in higher education institutions (HEIs) towards an expanded mission for addressing societal challenges as well as greater accountability. In this paper, we aim to establish an instrument for assessing the performance of sustainability science initiatives in HEIs. The performance of three HEI–community partnerships for sustainability science in Ontario, Canada (the Brock-Lincoln Living Lab, the Excellence in Environmental Stewardship Initiative, and Niagara Adapts) were examined using the HEI–Community Partnership Performance Index (HCPPI). Our preliminary results suggest that the HCPPI is a reliable, valid, and easy-to-administer tool for accurately assessing the performance of HEI–community partnerships for sustainability science. Incorporating systemic performance assessments into HEI–community partnerships promotes accountability, transparency, and continuous improvement. It also serves as a vital feedback mechanism by fostering reflection, adaptation, and learning—critical components to sustainability science.
Momentum of the creation of partnerships between higher education institutions (HEIs) and communities is strong. As their significance intensifies, the question of how to judge their value is garnering increasing attention. In this perspective article, we develop a framework for comprehensively appraising HEI-community partnerships. Constituent parts of the framework are unpacked, and application of the framework is then discussed. The appraisal framework provides a mechanism to document evidence of worth, and most importantly contributes to the continuous improvement and learning imperative of HEI-community partnerships.
