RESUMENEl artículo analiza el sufragio transnacional (voto desde el exterior y votos de los extranjeros residentes no ciudadanos) en el caso de Uruguay. Primero, se contextualiza históricamente encuadrándolo en el derecho vigente y se detallan los mecanismos existentes para el voto de los extranjeros y aquellos que se discuten para el eventual voto desde el exterior en el futuro. En segundo lugar, se examinan la dimensión cuantitativa del voto de los extranjeros y las cifras estimativas del sufragio de la diáspora. Asimismo, se considera la dimensión cualitativa, incluyendo la autopercepción de los ciudadanos no residentes, de los residentes no ciudadanos y del electorado en general. Finalmente, se evalúa el impacto del sufragio transnacional a nivel político e institucional en el Uruguay.
| Uruguay en tiempos de pandemiaResumen: Las formas de articulación entre conocimiento técnico-académico y sistemas políticos han sido variables en diferentes contextos, áreas y períodos; la pandemia de covid-19 ha desafiado esas formas. En Uruguay, las relaciones político-académicas generaron configuraciones alternativas de gobernanza, con formas institucionales novedosas, como el Grupo Asesor Científico Honorario a la Presidencia de la República, e interacciones informales más fluidas entre académicos de diversas instituciones. Con base en documentos y entrevistas a informantes-clave, se analiza la conformación y reconfiguración posterior de estas nuevas modalidades, considerando los actores y factores que las determinan, así como condicionantes y limitantes. Se avanza en hipótesis plausibles para entender el auge y el ocaso del esquema de gobernanza montado para enfrentar la covid-19 en el país.
Con una perspectiva de gobernanza regional, este trabajo vincula la evolución de las matrices energéticas de los países del MERCOSUR con el debate sobre las energías renovables y sus impactos en mitigación del cambio climático. Se aborda el caso de Uruguay, contrastándolo con Argentina y Brasil. Partiendo de situaciones divergentes en términos de instituciones y actores involucrados, se analizan puntos de convergencia dada la evolución durante años recientes de los intercambios de energía eléctrica entre Uruguay y sus socios del MERCOSUR. Se focaliza el proceso de inversiones en el sector de energías renovables en Uruguay, la situación actual y las perspectivas a mediano plazo. Dada la complejidad de la Agenda 2015 y la necesidad de fortalecer la gobernanza climática, se esbozan algunas perspectivas de los procesos regionales y nacionales de cara a la transición hacia modelos de desarrollo sostenible más asertivos.
