Povzetek V prispevku predstavljamo ugotovitve, ki izhajajo iz proučevanja slovenskih domoljubnih in veteranskih organizacij. Na tej podlagi razpravljamo o značilnostih funkcionalnega in socialnega imperativa. Pri tem obravnavamo devet organizacij, ki so povezane v posebno koordinacijo. Veteranstvo na Slovenskem ima več kot 140-letno tradicijo in posebno razvojno pot vse do obdobja po osamosvojitvi Slovenije pred četrt stoletja. Slovenski primer tako vključuje domoljubne in veteranske organizacije, povezane z veterani prve in druge svetovne vojne ter osamosvojitvenega obdobja 1990–1991, pa tudi generacije, povezane z mednarodnimi operacijami in misijami, v katerih slovenski vojaki in policisti sodelujejo zadnjih dvajset let. Slovenija ima sodoben in tudi zelo liberalen pristop k organizaciji ter delovanju domoljubnih in veteranskih društev in zvez, ki jih financira prek obrambnega ministrstva, izjema so organizacije vojnih in civilnih invalidov vojn, ki jih financira pristojno ministrstvo za socialne zadeve. Dve slovenski posebnosti sta povezani z vprašanjem, kako in kdo ščiti vrednote, ki jih zastopajo in ohranjajo domoljubne in veteranske organizacije, ter kako te dejavnosti lahko prispevajo k spravi zaradi dejanj, ki so med nacistično in fašistično okupacijo ter družbeno revolucijo najbolj razklale in razdelile številne generacije Slovencev, takrat in pozneje. Ugotovitve kažejo, da tranzicijsko obdobje teh zadev v Sloveniji še ni končano. Abstract The paper presents the findings from the study of Slovenian patriot and veteran organizations (PVO). On the basis of this, we discuss the characteristics of the functional and social imperative. In this respect, nine different PVOs are discussed, which are linked through a special coordination. Veteran activities on Slovenian soil have had an over 140-year old tradition and a special development path up to the period after Slovenia gained independence a quarter of a century ago. Slovenian example includes PVOs related to 1st and 2nd World War veterans, veterans of the 1990 through 1991 independence period as well as the generations associated with international operations and missions, which have included Slovenian soldiers and police officers for the last twenty years. Slovenia has a modern, but also a very liberal approach to the organization and functioning of patriot and veteran societies and associations, which are financed by the Ministry of Defence, with the exception of military and civilian war-disabled organizations, funded by the Ministry responsible for social affairs. Two Slovenian particularities are linked to the question of how and who is protecting the values represented and cherished by PVOs, and how their activities can contribute to the reconciliation with respect to the offenses which during the time of Nazi-Fascist occupation and social revolution divided the then and many subsequent generations of Slovenians. According o the findings, the transition period with regard to these matters in Slovenia is not yet complete. Povzetek V prispevku predstavljam razmišljanja in ugotovitve iz preučevanja tranzicije in transformacije Slovenske vojske glede na prihodnje izzive in razvoj. Konec leta 2016 je vlada sprejele sklepe Strateškega pregleda obrambe, ob tem pa so bile izvedene še druge analize in študije. Strokovna javnost je svoj pogled na vzdržljivosti obrambno-vojaškega in varnostnega sistema ter vlogo rezerve pri tem predstavila v posebnem zborniku in tako prispevala k analizi stanja in pogleda na prihodnji razvoj. Leta 2017 so bili sprejeti zavezniški cilji zmogljivosti za Republiko Slovenijo in njeno vojsko. Poleg tega v Sloveniji že drugo leto poteka posodabljanje normativne ureditve. Letos poteka intenzivno dopolnjevanje strateških in razvojnih dokumentov obrambnega resorja, vključno s študijami in razpravami ter programiranjem prihodnje strukture in obsega Slovenske vojske. Vsi ti procesi so usmerjeni v nadaljnje preoblikovanje, vendar v trenutnih okvirih in brez sistemskih sprememb. Pri tem je pojav transformacije vojske skoraj v celoti izginil iz razprav o prihodnjih izzivih. V politični in strokovni javnosti je zaslediti tudi razmišljanja o nujnosti nove vizije in razvojni poti, z bolj radikalnim spreminjanjem in posegi v sistemske, normativne in tudi strukturne rešitve. Čeprav smo v Sloveniji sredi procesov projektiranja in programiranja ter normativnega urejanja obrambno-vojaškega sistema, menim, da je potrebna ponovna oziroma vmesna analiza. Opozarjam na nujnost premisleka o še vedno odprtih vprašanjih in dodajam poglede na to, kateri so ti izzivi. Ključne besede: analiza izzivov in prihodnjega razvoja, vizija sprememb, obseg in struktura Slovenske vojske, preživetje, tranzicija, transformacija.
Desetletno obdobje izhajanja Biltena Slovenske vojske (Bilten SV) je priložnost za analizo prehojene poti, pa tudi za pogled v prihodnost. V članku so predstavljeni kvantitativni kazalci uspešnosti izhajanja publikacije: pregled izdanih številk, število prispevkov, število natisnjenih strani in obravnavanih vprašanj z različnih področij delovanja Slovenske vojske in širšega obrambnega sistema ter število avtorjev. Več kot 150 avtorjev je skupaj oblikovalo skoraj 200 predvsem strokovnih člankov. Na začetku leta 2008 je bil oblikovan novi uredniški odbor, že sedmi po vrsti, ki si je zastavil nekaj smelih ciljev, ki jih predstavljamo v nadaljevanju. Seveda pa so glavni izzivi povezani s ciljem uredniške politike, da se v razvrstitvi strokovnih publikacij Bilten SV uvrsti v višji razred, da se povečata strokovnost in število znanstvenih prispevkov, da tako postane ogledalo strokovnosti in profesionalnosti naše vojske. Temu izzivu sledijo predstavljena vizija in strategija uredniškega odbora ter predvsem povabilo k širjenju kroga ustvarjalcev in mreže prejemnikov oziroma bralcev. The tenth anniversary of the Slovenian Armed Forces' Bulletin (in the further text: SAF Bulletin) provides an opportunity to make an indepth analysis of the past and a view to the future. The article presents analytical indicators of the past period and achievements in terms of the number of issues, printed pages and topics covering various areas of Slovenian Armed Forces' operations and beyond. More than 150 authors have participated in the creation of almost 200 predominantly subjectmatter related articles. The beginning of the year 2008 saw the establishment of the new editorial board, the seventh in the row that set some ambitious goals also described in this article. The main challenges are linked with the desire and goal of the SAF Bulletin editorial policy to improve its ranking in the classification of professional publications, to upgrade the level of professionalism and to increase the number of scientific articles, thereby reflecting the level of expertise and professionalism of the Slovenian Armed Forces. This challenge is the basis for the presented vision and strategy of the editorial board and, most of all, an invitation to expand the network of authors, subscribers and readers.
Leto 2020, in kot kaže tudi 2021, bo ostalo zaznamovano s pandemijo covid-19. Gre za bolezen, ne vojno, vendar se kot raziskovalni izziv pojavlja vprašanje, ali pandemijo lahko in smemo primerjati z vojno paradigmo in njenimi obrambno-vojaškimi implikacijami ter iskati stične točke s sodobnimi civilizacijskimi izzivi obeh. Vojna paradigma se je s prehodom v novo tisočletje in pred tem z razpadom bipolarnosti in blokovske delitve sveta dodobra transformirala. Pojav hibridne vojne je v zadnjem desetletju vojno paradigmo spremenil do nerazpoznavnosti in jo obenem močno približal nekaterim implikacijam, ki se pojavijo s pandemijo covida-19. Kot pri pojavu vojne, ki se ji želimo učinkovito zoperstaviti, zahteva obvladovanje pandemije krizno upravljanje, in to najboljše. V tem je tudi jedro razumevanja in pogledov, kako pandemijo obvladovati. Ob tem pa se poleg soočanja s pandemijo in boleznijo covid-19, soočimo še z infodemijo ter izzivom obvladovanja strahu in poslušnosti.
