ApstraktEkonomsko okruženje u kome preduzeće želi realizovati svoju misiju i maksimizirati profit može biti različito, od jednostavnog do izuzetno složenog i turbulentnog. Proizvođača određenog proizvoda može biti jednog, nekoliko ili pak mnogo drugih. I kupaca može biti u različitom broju (jedan, nekoliko ili izuzetno mnogo). S druge strane, proizvod kojeg preduzeće proizvodi i prodaje može biti bez bliskih supstituta ili sa jako izraženim stepenom zamenjivosti sa proizvodima drugih preduzeća. Stoga i odgovor na pitanje, koju količinu proizvoda preduzeće treba da proizvede i po kojim cenama svoj output da prodaje, odnosno pri kojoj količini i ceni ono maksimizira svoj profit pretpostavlja jasno definisanje tržišnog ambijenta na kome se odvijaju transakcije. Problem monopola je oduvek privlačio pažnju ekonomskih teoretičara i državnih organa. Ekonomska nauka je odavno ukazivala na brojne načine zloupotrebe ekonomske moći od strane monopolskih firmi i predlagala mere za njihovo suzbijanje. Cilj ovog rada je da ukaže na ekonomske implikacije egzogenog određivanja cena i uvođenja specifičnog poreza na ravnotežni položaj monopolskog preduzeća i efekte tih mera monopolske regulacije na društveno blagostanje.Ključne riječi: Monopol, specifični porez, ravnotežno stanje, marginalni prihod, marginalni troškovi. EXOGENOUS PRICES AND SPECIFIC TAX AS A FORM OD MONOPOLY REGULATION AbstractEconomic environment in which company tends to accomplish its mission and maximize profit can vary, from simple to the extremely complex and turbulent. Producers of a particular products can be one, a few or many. And customers can be in different number (one, a few or many). On the other hand, product which company produces and sells can be without close substitutes or with high expressed degree of substitutability with products of other companies. Therefore, the answer to the question, what quantity of products, company should produce and what price should sell its output, exactly at what quantity and price company maximizes its profit, presupposes clear definition of market environment in which transactions take place. Cilj ovoga rada je da pojasni proces planiranja budžeta u Opštini Prizren i da ukaže na neke aspekte njegovog funkcionisanja. Istovremeno rad treba da istakne i značaj ovog procesa u jedinicama lokalne samouprave. Proces planiranja, kao prva faza procesa menadžmenta, predstavlja bazu na osnovu koje se sve sledeće faze zasnivaju i upoređuju. Teorijski okvir rada je usmeren ka pojmovnom određenju lokalne samouprave i načina njenog funkcionisanja u skladu sa važećom zakonskom legislativom na Kosovu, definisanju budžeta, njegovih funkcija, načela, strukture i procedure njegovog usvajanja. Praktični aspekti rada se odnose na opis postupaka, aktivnosti, faza i procedura planiranja budžeta lokalne samouprave na Kosovu. Na kraju, izvršili smo istraživanje u Opštini Prizren i utvrdili kako teče proces planiranja budžeta, koji su njegovi izvori i gde se planirana sredstva troše, odnosno investiraju. Generalno posmatrano, budžet Opštine Prizren je uglavnom zavistan od centralnog budžeta Kosova. Na godišnjem nivou sredstva koja se dobijaju iz centralnog budžeta čine preko 80% od ukupnih sredstava, a preostalih 20% sredstava se prikuplja iz sopstvenih izvora: poreza na imovinu, raznih taksi i ostalih izvora. Sredstva budžeta Opštine Prizren se koriste za funkcionisanje opštine i za investicije. Sredstva budžeta se najviše izdvajaju za investiranje u infrastrukturu opštine, izgradnja, rekonstrukcija i modernizacija opreme škola, sportskih i rekreativnih terena , ambulanti, lokalne putne mreže, vodovoda i sl. Za kategoriju investiranja u kapitalne projekte izdvajaju se više od 40% od ukupno raspoloživih sredstava budžeta opštine.
