RESUMO: Objetivo: identificar a rede de atenção à saúde dos usuários acometidos por Acidente Vascular Encefálico (AVE) em um município da região central do Estado do Rio Grande do Sul/Brasil. Método: pesquisa qualitativa, exploratória. Definiram-se como sujeitos da pesquisa seis gestores atuantes em serviços públicos de saúde do município em estudo. A coleta de dados foi realizada no período de outubro a dezembro de 2013, deu-se por meio de entrevista semiestruturada e os dados foram analisados por meio da análise de conteúdo temática. Resultados: foram definidas duas categorias não a priori: Redes de Atenção à Saúde e Integralidade da Assistência. Conclusão: os achados demonstram a não utilização de ferramentas ou dispositivos para a efetivação da linha de cuidado ao usuário acometido por AVE decorrente do desconhecimento dos processos de trabalho por parte dos gestores, levando a fragmentação da assistência e a gestão não compartilhada. ABSTRACT: Objective: to identify the healthcare network for users affected by stroke in a city in the central region of Rio Grande do Sul/Brazil. Method: qualitative, exploratory research. The subjects of the study were six managers of public services of health care of the city. The data collection was conducted between October and December of 2013 through semi-structured interviews. The data were analyzed by Thematic Content Analysis. Results: two categories, which were not a priori, were defined: Health Care Networks and Comprehensive Care. Conclusion: the findings demonstrate that the tools or devices to the effective care of users affected by stroke are not utilized due to managers' lack of knowledge on the work processes, leading to the fragmentation of care and to the non-shared management.
