Transport is one of the most important spheres in the sustainable development of countries and regions. Therefore, the article analyses the extension of the concept of sustainable development in Russian higher education in transport engineering and economics. We analysed the higher education standards and educational programs of universities, identified problems in the implementation of the concept of sustainable development in Russian higher education in the field of transport engineering and suggested ways to address them.
Projects on environmental protection and personnel management have a significant impact on the level of fixed costs and changes in operational risks of industrial enterprises. The most effective implementation of these projects is possible at the stages of production growth and expansion of sales of companies. At the stages of recession, this work requires strict control over the level of operational risk and changes in the share of fixed costs in the cost of production. Improving the efficiency of environmental and personnel management projects requires maintaining an optimal level of operational risk. It is proposed to retain project risks at the planned level by controlling and regulating the amount of fixed costs at the enterprises. Various regulatory systems are proposed for periods of recovery and recession of economic activity of enterprises.
The article is dedicated to analysis of problems and barriers hindering the development of human capital in the Arctic region, starting from the stage when skills and abilities, in particular those connected to digital competences and information and communication technologies, are acquired by future professionals throughout modern higher education. We have presented the results for a target group comprising students of the Murmansk Arctic State University (Apatity Branch). We have carried out a survey of the target group, including via the online GoogleForms service, analyzing the answers given by the respondents. Analysis of the results allowed to identify the socio-economic barriers hindering the development of digital competences. We have provided the results of comparative analysis with the previously obtained characteristics of students of Peter the Great St. Petersburg Polytechnic University, finding both similarities and differences in certain aspects of formation of digital competences of the respondents of the two given regions.
The study considers the formation of human capital in the transition to a digital economy that places new demands on the competences of future specialists working in new conditions. Educational programs of universities need to be modernized; in particular, this means adopting a broad range of information and communication technologies in the educational process. We have carried out a survey of students from 6 universities of the Northwestern and Southern Federal Districts. We have confirmed that forming a digital infrastructure in the educational environment of universities is a factor of key importance. Analyzing hygiene factors, we have found they were at a sufficient level. We have identified the motivating factors for using digital technologies in higher education and developed a set of recommendations aimed at improving the use of information and communication technologies by students.
The article analyzes the ways to improve the international competitiveness of the Russian steel industry, the basis of the Russian economy. The concept of sectoral competitiveness is discussed and the methods to evaluate competitiveness in terms of the outcome, i. e. the ability to sell products in certain markets and the quality of existing competitive advantages, are suggested. The application of the proposed methodology enabled us to indicate lower competitive position of the Russian metallurgical enterprises within the last ten years. Thus, the application of a systematic approach to the problem of improving sectoral competitiveness is quite uptodate. According to this, the effective sectoral innovation system is to be established to provide interaction of economic agents. A key role in it is given to the system of higher metallurgical education as it is reflected in all stages of the innovation cycle, from training highly qualified personnel to the commercialization of research results. We focus on the development of the sectoral innovation system, which is to enable us to increase international competitiveness of Russian steel industry and to determine the direction of development of the Russian system of higher metallurgical education, consistent with the objectives of the sectoral innovation system. As a result, we have ensured the key role of higher education supported by the state in the development of the metallurgical industry innovation system. Due to the role of higher education in innovation and development of the industry we focuse on motivation of metallurgical enterprises to build relationships with universities.
