ObjectivesTh e aim of this study is to describe and analyze the sources of the strong position of the Big Th ree rating agencies (Moody's, Standard & Poor's, Fitch Ratings) in international fi nancial markets and confront dominant academic views with postcrisis reality. Material and methodsSystem analysis allowed to extract, describe and explain the main sources of power of credit rating agencies. An analysis of US and EU legal acts as well as the theory of transaction costs and information asymmetry was also applied. ResultsTwo processes contributed to the creation of an oligopoly in the credit rating market: the eff ectiveness of rating agencies in the fi rst decades of their existence, which allowed to gain investors' trust and legal provisions sanctioning the dominance of the three largest entities. Conclusions However, the global fi nancial crisis has damaged the agency's reputation and led to major fi nancial market reforms. Despite this, the Big Th ree maintained its strong position, which can be explained by the profi tability of the rules in force for all major market participants. Streszczenie Cel pracyCelem artykułu jest opis i analiza źródeł silnej pozycji "Wielkiej trójki" agencji ratingowych (Moody's, Standard & Poor's, Fitch Ratings) na międzynarodowym rynku fi nansowym oraz skonfrontowanie dotychczasowych poglądów dominujących w literaturze przedmiotu z doświadczeniami postkryzysowej rzeczywistości. Materiał i metody W artykule została zastosowana analiza systemowa, która pozwoliła wyodrębnić, opisać i wyjaśnić główne źródła potęgi agencji ratingowych. Zastosowano również analizę amerykańskich i unijnych aktów prawnych oraz teorię kosztów transakcyjnych i asymetrii informacyjnej. Wyniki Dwa procesy przyczyniły się do stworzenia oligopolu na rynku ratingowym: skuteczność agencji ratingowych w pierwszych dekadach ich istnienia, która pozwoliła zdobyć zaufanie inwestorów, oraz przepisy prawne sankcjonujące dominację trzech największych podmiotów. Wnioski Jednak globalny kryzys fi nansowy nadszarpnął reputacją agencji oraz doprowadził do daleko idących reform rynku fi nansowego. Mimo to "Wielka trójka" utrzymała swoją silną pozycję, co można wytłumaczyć opłacalnością funkcjonujących zasad dla wszystkich najważniejszych uczestników rynku.Słowa kluczowe: kryzys fi nansowy, agencje ratingowe, międzynarodowy rynek finansowy, potęga, dominacja WprowadzenieAgencje ratingowe istnieją na rynku fi nansowym od ponad stu lat, od kilku dekad zaś ich działalności towarzyszą poważne kontrowersje. Według założenia benefi cjentami informacji dostarczanych przez rating są inwestorzy z całego świata, którzy mogą ograniczyć koszty związane z czasochłonną analizą kondycji fi nansowej emitenta przed podjęciem decyzji inwestycyjnej (...
CEL NAUKOWY: Celem artykułu jest stworzenie katalogu czynników, związanych z długiem publicznym, które negatywnie oddziałują na potęgę państwa na arenie międzynarodowej. PROBLEM I METODY BADAWCZE: Dług publiczny jest zwykle rozpatrywany jedynie z ekonomicznej perspektywy, z pominięciem jego wymiaru politycznego. Za pomocą analizy teorii funkcjonujących w ekonomii politycznej i na przykładzie wybranych studiów przypadków wskazane zostały czynniki, które łączą dług publiczny państwa z jego potęgą. PROCES WYWODU: Po krótkim teoretycznym wprowadzeniu dotyczącym zagadnienia potęgi państwa w stosunkach międzynarodowych oraz istoty długu publicznego następuje opis katalogu czynników związanych z długiem publicznym, które według autorki mają przełożenie na potęgę państwa. WYNIKI ANALIZY NAUKOWEJ: Zaprezentowane zostały dwie kategorie czynników: pierwsza – związana z gospodarką i budżetem kraju (ogólna sytuacja gospodarcza, wysokość deficytów budżetowych, wysokość ukrytego długu publicznego, dostępność narzędzi polityki monetarnej), zaś druga – ze strukturą samego długu (historia zadłużenia, cele finansowane przez pożyczone pieniądze, struktura długu oraz wierzyciele). WNIOSKI, INNOWACJE, REKOMENDACJE: Opisane czynniki mogą być przydatne przy ocenie potęgi państwa, gdyż odzwierciedlają wpływ długu publicznego na potencjał gospodarczy kraju oraz jego postrzeganie przez pozostałych graczy stosunków międzynarodowych.
For decades, the credit rating market has been dominated by three major agencies (Moody's, S&P and Fitch Ratings). Their oligopolistic dominance is especially strong in sovereign credit ratings industry, where they hold a collective global share of more than 99%. Global financial crisis and the Eurozone sovereign debt crisis exposed serious flaws in rating process and forced public authorities to act. This study investigates effectiveness of new regulations adopted in the United States and in the European Union after financial crises in terms of reducing oligopolistic dominance of the “Big Three” in sovereign credit ratings market. The study applies descriptive statistical analysis of economic indicators describing concentration rate in a market, as well as content analysis of legal acts and case study methodology. Analysis shows that the Dodd-Frank reform and new European rules on supervision of credit rating agencies were not effective enough and did not lead to the increased competition in the market. The evidence from this study is explained using two alternative perspectives – economic theory of natural oligopoly and hegemonic stability theory coming from international relations field.
