Although the CIS countries are connected together by the legacy of breaking away from the Soviet Union, they have had a distinctive transition course and are rather diverse in terms of the population ageing challenges and policy responses in place. The commonality is that a comprehensive national strategy on ageing is lacking, and many of necessary reforms were put aside owing to political uncertainties, lack of societal consensus, and financial instability. The notion of active ageing is associated with the term “accelerated ageing,” which is understood to be an individual living a life under harsh living conditions or a society experiencing rapid increases in the relative number of older persons, and therefore it carries a negative connotation. Yet, in the same spirit as the European Year for Active Ageing and Solidarity between Generations 2012, the CIS countries have initiated sectoral programmes towards enhancing employment of older workers, social participation of older people in the society in a wider sense and also measures promoting health and independent living of older persons.
The Madrid International Plan of Action on Ageing is the most important United Nations (UN) document on population ageing for 20 years and sets the context for global policies on ageing for the current century. Drawing from the authors' active participation in the preparation of the draft that formed the basis of the Madrid Plan, the primary purpose of this article is to describe the two-year process of development of the Plan. Then the main features of the Plan are outlined, including the pivotal role of the society for all ages concept and its thematic foundations. The Madrid Plan is contrasted with its Vienna predecessor of 20 years earlier – the priority given to developing countries in the former is identified as one of the key differences between them. Following a brief outline of the implementation and monitoring processes for the Madrid Plan, a model is presented as a potential template for use in evaluating the impact of the Plan and, especially, its effectiveness in improving the conditions of older people's lives. It is argued that a systematic process of monitoring and evaluation is required if the Plan is not to suffer the fate of being regarded as yet another worthy ‘wish list’.

Email: Asghar.Zaidi@soton.ac.uk The central goal of this article is to review progress made in implementing the international policy frameworks on ageing, focusing on the Vienna International Plan of Action on Ageing (VIPAA) and in more detail on the Madrid International Plan of Action on Ageing (MIPAA). The article offers a critical examination of the current approaches to monitoring and assessing the implementation process, outlining promising avenues for the future. In this way, the limitations of the current procedures for following the policy priorities of the MIPAA can be highlighted. What is found is that progress in many countries is hampered by inherent subjectivity in assessing and reporting advancement, lack of continuity and consistency, and difficulties in comparing the national level progress with international development in the same areas. The current year, 2017 / 2018, is momentous as we reach the end of the third five-year implementation cycle of the MIPAA. Introspection now should not merely focus on assessing the progress made but also on how the implementation of the MIPAA could be strengthened. In the same spirit, the 2030 Agenda of Sustainable Development Goals presents new opportunities; especially its pledges 'Leave no one behind' and 'Reach the furthest behind first', which imply that the older population can serve as agents of development. In moving forward, an essential requirement will have to be the establishment of an internationally acceptable set of indicators, which can be employed for assessing national progress in addressing the challenges and opportunities of ageing and monitoring the international efforts to implement international policy frameworks like the MIPAA. Along the lines of the dashboard of indicators used in the Active Ageing Index 'AAI', there should be a MIPAA monitoring toolkit with different layers of indicators, which are aligned with the three priority directions of the MIPAA.
We live in the time of multifaceted societal transition: demographic, familial, and epidemiological. All three transitions are advancing globally, though not universally, and there are enduring deviations. All three transitions bring us significant and welcome opportunities: longer, healthier, and potentially more fulfilling lives. Healthier and happier citizens should benefit their societies and promote development. However, the above opportunities are accompanied by challenges. After highlighting the major challenges and opportunities of ageing societies, the chapter turns to reviewing the international policy frameworks on ageing, focusing on the Madrid International Plan of Action on Ageing and its regional implementation strategies. A brief overview of international policy players in the area of ageing is also included.
