In an urban environment, the issue of the organization and development of spaces is particularly relevant and significant. The purpose of the study is to determine the role and importance of the preparation of urban planning and land management documentation in the process of development of the territory and urbanization. It is noted that the process of territorial development entails an increase in business, social, and, at the same time, construction activity. So, there is a need to improve infrastructure, development, reconstruction, as well as ensuring an acceptable ecological state of the environment. As a result of the analysis, the author concludes that in order to achieve significant results in the field of urban planning, the use of tools in the form of developed and approved urban planning and land management documentation is required, which will effectively organize the urban planning industry, thereby overcoming numerous and intractable social issues, and also contribute to raising quality of life.
Currently, the transport infrastructure plays a decisive role in the development of the city. For the development of the transport system of the territory, it is necessary to develop a whole range of measures to improve both the organization of traffic and transport infrastructure, which implies the creation of parking space, logistics of passenger and cargo transportation and other aspects. Tyumen, being a rapidly developing city and transport hub, objectively suffers from insufficient development of the road transport network. A significant problem is the congestion of the city center, which increases the travel time to the center from residential areas of the city. Therefore, it is necessary to analyze the strategic plans for the development of transport infrastructure to assess the potential of the city of Tyumen, which is rapidly approaching the status of a millionaire city, the core of a large agglomeration.
The article describes the concept of a new geographic information system for the provision of electronic state and municipal services. The problem of the lack of an open portal in the Internet for choosing unencumbered and suitable for use for the intended purpose land plots is considered. The importance of information systems in the development of the digital economy and information society in the Russian Federation is shown. The analysis of existing geographic information systems is given in a generalized and systematic way. As a result, it was found that the main drawback of the existing systems is the limitation of a certain territory and a set of services. It is concluded that it is necessary to display the free land. Automatic notifications should be sent to the competent authorities. The new information system should have direct and feedback links with all information and geographic information systems in operation and being developed in Russia. The results and conclusions are applicable to the creation of new geographic information systems.
