⎯The paper discusses the key strategic challenges of the development of agriculture in Russia. The materials were not only statistical data, but also the results of expert interviews with heads of agricultural enterprises, farmers, and employees of local and regional administrations in several regions. The internal and external factors of the development of industry in Russia are assessed in the format of SWOT analysis. The following is identified among the key strategic challenges: the processes of intensification of agricultural production; overcoming the quantitative and skill deficit of human resources; adaptation of the development of the agrarian infrastructure to modern realities; preservation of the multistructural character of the industry. Each of these processes is considered in more detail at the regional level. An assessment is made of territorial differences in the intensity of modernization processes in agriculture and the renewal dynamics of the agricultural machinery fleet. The regional features of agricultural employment are singled out, and limiting factors of attracting qualified workers in agriculture are defined. The paper assesses the effectiveness of state support for agricultural production. Examples are given of the discrepancy between the distribution of federal subsidies and the real geography of production.
Прошедшие 20 лет со времени переноса столицы Казахстана в Астану требуют осмысления процессов формирования сельского хозяйства в связи наличием государственных документов, предполагающих создание вокруг Астаны продовольственного пояса.Цель. Рассмотреть в сравнительном анализе процессы, происходящие в сельском хозяйстве столичных регионов Казахстана.Материалы и методы. Использование факторного анализа, картографического метода ис-следований на основе материалов официальной статистики позволило выявить тренды, опре-деляющие современное развитие пристоличного сельского хозяйства.Итоги. Определено, что и в условиях малопересеченного рельефа (Астана), и в районах значительных перепадов высот (Алматы) институциональный фактор чаще всего определяет специфику сельскохозяйственного производства на фоне планетарной широтной зональности, что приводит к асимметрии в развитии. Влияние крупного города на сельское хозяйство (при-городная специализация), при отсутствии государственных документов замыкается в пределах административных областей, а при наличии указов и постановлений расширяет границы до необходимых пределов.В работе показаны территориальные векторы формирования агропроизводства вокруг этих крупных городов. Оценен вклад административных единиц второго порядка в создание при-городной специализации сельского хозяйства.Ключевые слова: сельское хозяйство, институциональный фактор, пригородный тип сель-ского хозяйства, продовольственный пояс, региональная асимметрия ВведениеСельское хозяйство, развиваясь на основе базисных принципов, подвержено влиянию ряда факторов, основные из которых определяются природными и со-циально-экономическими условиями.
