In this paper an approach to the collection and analysis of information for the task of scientific and technological forecasting is considered. The approach is based on the use of ontologies, Tech Mining and Data Analysis methods. The developed approach is supported by the distributed intellectual information system created by the author. The technology of using tools for solving the problem is presented.
The article considers a methodological approach for organizing the distributed work of scientific and expert groups and knowledge management in the implementation of joint projects for forecasting energy technologies. Collaboration is based on a system of ontologies and documents based on hierarchical structures. Documents and their parts are considered in three representations: as keywords, as annotations and as full texts. Experts gain access to various sections based on an access control system. The basic technologies and tools that are used in the implementation of the information system are considered.
The article deals with the application of natural language processing methods to support research and forecasting the innovative development of energy infrastructure. The main methods of NLP, which are used to build an intelligent system to support scientific research, are considered. Methods of building infrastructure for processing Open Linked Data and Big Data are described. Semantic analysis and knowledge integration are based on ontology system.
