The retrospective dynamics of land use in the Kemerovo region since the Soviet period is presented in the study. The survey of views of the scientific community regarding the development of reclamation of lands allocated to industry was conducted. The statistics are reflected: areas of lands disturbed by the activities of open pits and mines in the mining region; the number of land law violations; land retirement. A technique is presented for determining the potential use of disturbed lands for agriculture in order to identify their suitability or unsuitability for reclamation; its algorithm including seven consecutive stages is presented. Indicators that contribute to maximizing income from each plot suitable for long-term agricultural reclamation were selected.
The article is devoted to the study of the problems of mining industry development and its impact on the development of rural areas in the region. It is revealed that the intensive development of the mining industry is accompanied by negative environmental consequences associated with the impact on socio – economic development and the formation of a comfortable living environment and, as a result, the quality of life of the population of rural areas. The Kemerovo region characterized by a pronounced intensive development of the coal industry accompanied by air pollution, rejection of land with high fertile potential, and degradation of renewable natural resources. The activities of mining companies accompanied by the release of highly toxic and carcinogenic substances into the air. As a result, there is an increased morbidity and mortality of able-bodied residents of the region, a low life expectancy, and a decrease in the total rural population, which is faster than the urban population. To solve the identified problems, the author’s model of creating a comfortable living environment in the mining region proposed. The model makes it possible to assess the attractiveness of the territory when deciding on the future place of residence, and, also allows you to make informed management decisions aimed at improving the quality of life of people.
The problems of food security of Kemerovo region are studied in the article. It was found that agribusiness and its performance are significantly affected by the pronounced industry orientation of the region, in which coal mining is intensively developed, which is accompanied by the annual land retirement. Assessing the food security of the region in terms of balanced nutrition in terms of calories, protein, fats and carbohydrates in food, one could conclude that they are not consistent with the vital needs of people. The imbalance of nutrition of the population affects its health, which, according to epidemiologists, is commensurate with genetic, active chemical or infectious negative effects on humans. To address food security of the region, a forecast of food consumption by the population was developed taking into account scientifically-based nutrition standards, taking into account: the level of money income and purchasing power of the population, effective demand for agricultural products; production capacity of agricultural industry and production facilities. It is proposed to apply a synergistic approach based on the creation of an agrifood cluster.
The article is devoted to the study of the problems of the development of rural agglomerations of a coal-mining region. It was revealed that the intensive development of the coal industry leads to negative consequences for the environment, which affect the socio-economic development and the quality of life of the population of a region. The rural areas of the Russian Federation and each individual region are strategic resources, however, the lack of opportunity to meet their urgent needs, difficult living conditions of the rural population, isolation of rural settlements from scientific and technological achievements, poor development of transport infrastructure and communications do not allow unlocking the potential of rural areas. Analyzing the decisions made in recent years by the Government of the Russian Federation to regulate the development of rural areas and the agro-industry, we can conclude about a qualitatively new approach to state regulation of the agrarian sector. At the same time, the financial position of the overwhelming majority of the rural population does not allow contracting house construction mortgage loans. The level of improvement of the rural housing stock is 2-3 times lagging behind the urban one. Coal mining entails disturbance of land, which cannot be further used. It is accompanied by a high incidence of respiratory diseases and cancers, which tends to grow. The resources allocated for welfare programs do not allow the residents in rural areas to significantly improve their living conditions, to increase the availability of social services and their quality. To solve the identified problems, it is proposed to create rural agglomerations, allowing for more efficient and independent development of rural areas; to reduce the overlapping of management functions through streamlining management structures; implement a more equitable social policy for the residents of rural areas.
