W związku z tym brakuje jednoznacznych rozstrzygnięć co do tego, czy rosnące wydatki i dyfuzja TIK w owych krajach przyniosą podobne efekty do tych, jakie zanotowano w krajach wysoko rozwiniętych. W literaturze przedmiotu można znaleźć dwa skrajne scenariusze, które opisują hipotetyczny przebieg wydarzeń. Pierwszy z nich zakłada, że korzyści wynikające z szerokiego zastosowania TIK w krajach rozwijających się mogą być mniejsze w porównaniu z tymi uzyskiwanymi przez kraje rozwinięte, gdyż te pierwsze nie dysponują odpowiednimi możliwościami absorpcji technologii ze względu na słabiej rozwinięte czynniki komplementarne wobec TIK (np. nieodpowiedni poziom kapitału ludzkiego). Natomiast drugi scenariusz przewiduje, że w wyniku TIK kraje rozwijające się mogą dokonać tzw. żabiego skoku i dzięki efektom rozlewania się (przykładowo TIK prowadzi do zmniejszenia kosztów transakcyjnych i przyspiesza proces kreacji wiedzy) wejść szybciej, niż kraje wysoko rozwinięte, na ścieżkę wzrostu produktywności.
