The dynamic development of urban areas poses increasingly more challenges for the provision of transport services for the population. The concentration of the economic potential and population in the metropolitan areas results in the occurrence of large transport needs, and when these needs are met at the same time, the phenomenon of congestion occurs. The purpose of the article is to research the relationship between various factors contributing to congestion in urban traffic and the level of congestion in Polish cities. The authors have used statistical methods such as correlation and regression analysis. The research has shown that the most statistically significant relationships have occurred in the case of the number of business entities and the number of passenger cars. It can be concluded that the demand side factors are more important in Polish cities than the supply side factors or perhaps the current transport policy is ineffective. When effectively applied, transport policy instruments can play a special role. These instruments can contribute to reducing congestion in various ways, i.e. by implementing various sub-objectives, which include reducing the need to travel, reducing the use of passenger cars, improving the functioning of public transport and use of the infrastructure. The results of this study can be useful for transport policy makers at central, regional and local levels.
The importance of transport for economic development results from its multilateral links with different forms of human activity. So far, the focus has been on the impact of investments in the transport infrastructure on economic growth, whereas the importance of other elements of the transport system has been overlooked. In this article the concept and components of the transport system have been analysed, indicating the important role of the soft transport infrastructure and innovation. The main objective of the article is to analyse the role played by transport in the modern economy and indicate the mechanisms affecting the socio-economic development.
Mobility-as-a-Service (MaaS) is an innovative concept that makes a significant contribution to transport integration. This concept has developed following the emergence of new types of transport services and technological advances, in particular ICT and mobile technology. MaaS has the potential to improve the use of assets and contributes to a reduction in the number of passenger cars in congested cities. The aim of the article is to synthesise the current state of knowledge on the Mobility-as-a-Service concept, to assess the degree of the implementation of MaaS systems in Europe, to discuss the results of research on the benefits of using these solutions, as well as to show the role of MaaS in transport integration. The research methodology includes a literature review and a deductive research method. The research has shown that any consensus has been reached on the scope of the MaaS system, although the suggestion is that they should include solutions that have at least an integrated module for booking services and payments, in addition to the possibility of planning a journey by different transport means. Currently there are neither sufficient data on the costs and benefits of MaaS systems, nor comprehensive analyses how they affect travel patterns and user behaviour. However, the first fragmented studies of MaaS pilot implementations confirm the existence of benefits for different stakeholder groups. The analysis of levels and the scope of the integration in MaaS systems confirmed that they contribute to the deepening of the integration of transport services. The results of the research presented in this article can be a reason for in-depth research into the essence and effects of Mobility-as-a-Service applications.

Congestion in the urban transport network is common not only in large agglomerations, but also in medium-sized cities in all countries that are characterized by a high level of socio-economic development. Traffic congestion has negative impact on economic, social, and environment development. The costs of congestion are borne by all users of the transport system, both drivers, passengers, entities providing transport services, as well as enterprises using freight transport services. The purpose of the article is to discuss the results of the study on the impact of congestion on the costs of public transport in a medium-sized city. The research method consisted in the analysis of vehicle road cards, fuel consumption statements for buses belonging to the Municipal Transport Company in Starogard Gdański and the examination of real bus travel times and the scale of delays caused by congestion on individual lines. The analysis of the data shows that thecompany bears much higher costs of fuel consumption, and passengers are exposed to bus arrivals and departures inconsistently with the timetable, prompting them to opt out of public transport services. This results in lower revenues from ticket sales and deterioration of the company’s financial result.
