En este trabajo pretendemos analizar, desde la perspectiva argentina, el quiebre en el proceso de integración sudamericano comprendido entre los años 1989 y 2011. Identificamos un primer momento donde dicho proceso se basó en las premisas del Consenso de Washington, y un segundo momento pretendidamente neodesarrollista impulsado por un Brasil posicionándose como potencia regional. En relación con las hipótesis que fundamentan el quiebre mencionado en los cambios de influencia relativa de EE.UU. y Brasil en la región tras 2001, sostenemos que para la comprensión de dicho quiebre, junto con el abandono del proyecto del ALCA y la profundización de la UNASUR es necesario incorporar el análisis de los conflictos sociales desatados en la región, y particularmente en Argentina. Sostenemos que la oposición brasileña a la hegemonía estadounidense en la región ya se encontraba presente en la década del ’90, pero sólo pudo ser materializada con el apoyo de Argentina, su mayor socio regional. Entendemos que este apoyo puede explicarse (entre otros factores) como consecuencia de la conflictividad social desatada en nuestro país tras las jornadas de diciembre de 2001. En este sentido, sostenemos que el realineamiento argentino en el contexto internacional, privilegiando las relaciones con los vecinos latinoamericanos por sobre las relaciones con EE.UU., significó una respuesta, entre otras, del gobierno nacional a la conflictividad social mencionada. Observamos que de no haberse dado este realineamiento difícilmente podrían haberse materializado las alternativas de integración propuestas por Brasil para la región. Es por eso que consideramos de gran importancia avanzar en el análisis de la relación entre las estrategias de política exterior de los Estados y la conflictividad social interna de los mismos.
