Police use of body‐worn cameras (BWCs) is increasingly common in the USA. This article reports the results of one of the first experimental examinations of the effects of three BWC status conditions (absent, transcribed, viewed) and eyewitness race (Black, White) on mock jurors' case judgments, in a case in which a community member (defendant) was charged with resisting arrest but where the officer's use of force in conducting the arrest was controversial. Results provide evidence of significant main effects of both eyewitness race and BWC status. When the eyewitness supporting the defendant was White, mock jurors were less likely to vote the defendant guilty of resisting arrest, as well as more likely to consider the defendant credible and the officer culpable for the incident. In addition, when BWC footage of the arrest was viewed, compared with transcribed or absent, participants were less likely to vote the defendant guilty of resisting arrest, and also rated the officer's use of force less justifiable, and the officer more culpable and less credible. Follow‐up analyses demonstrated that these relationships between BWC condition and case judgments were all mediated by moral outrage toward the officer.
During a brief interaction with motorists (i.e., a sobriety check), this study manipulated officer use (and declaration) of a body-worn camera (BWC) (present; absent) while documenting participant BWC recollection (correct; incorrect) to assess effects on motorists' perceptions of the encounter and of police more generally. Results (N = 361) demonstrate that perceptions of procedural justice were more favourable in the BWC-present condition when the entire sample was included in the analyses, but that this effect was not significant when focusing on the subset of the sample that correctly recollected BWC use (though the pattern of the effect was the same in both analyses). Policy Implications: In combination with results from a handful of similar studies, this study's results suggest that BWCs may be a tool that can be leveraged to enhance public perceptions of encounters with police; however, more research is needed to substantiate this claim. In particular, the development of evidence-based policy on this matter necessitates continued studies that address issues such as sample imbalances (e.g., gender and minority status), length of the interaction studied (i.e., experimental dosage), and controlling for officer behavior.
Recent controversies over police use of force in the United States of America have placed a spotlight on police in Western nations. Concerns that police conduct is racist and procedurally unjust have generated public sentiments that accountability must be externally imposed on police. One such accountability mechanism is body-worn cameras (BWCs). Optimistic accounts of BWCs suggest that the technology will contribute to the improvement of community–police relations. However, BWCs address consequences, not causes, of poor community–police relations. We argue that the evolving visibility of police associated with BWCs is double-edged, and suggest that the adoption of surveillance technologies such as BWCs in the quest to improve community–police relations will fail without a simultaneous commitment to inclusionary policing practices (such as community policing strategies, community and social development, and local democracy). We outline two initiatives that optimize BWCs by promoting these simultaneous commitments.
There is little experimental work examining the ways in which particular procedural features of restorative justice impact offenders. This research describes a new experimental paradigm designed to advance knowledge about causal relationships in restorative justice settings. Apologizing is a core component of restorative procedures, and can result in beneficial outcomes, but previous research suggests that coercion to apologize and the absence of victims in restorative procedures may negatively impact these outcomes. The experimental procedure elicited confessions and apologies for a transgression from participants (N = 101) in a deceptive paradigm. We manipulated coercion (coerced, not coerced) and victim presence (direct, surrogate, ambiguous) to test their effects on offenders' subjective experiences of offering an apology, as well as their effects on the quality of offenders' apologies. Findings indicated that the victim presence and coercion manipulations significantly impacted some of the subjective perceptions of apologizers, including perceptions of accountability and transgression finality. In addition, independent raters evaluated the degree to which the transgressor's apologies conveyed remorse, acceptance of guilt, and potential for dispute resolution. Victim presence and coercion consistently affected the ability of transgressors to convey high quality apologies. Implications for future research and restorative procedures are discussed.
