Drought in Africa has been extensively researched, particularly from meteorological, agricultural, and food security perspectives. However, the impact of drought on water security, particularly ground water dependent rural water supplies, has received much less attention. Policy responses have concentrated on food needs, and it has often been difficult to mobilize resources for water interventions, despite evidence that access to safe water is a serious and interrelated concern. Studies carried out in Ghana, Malawi, South Africa, and Ethiopia highlight how rural livelihoods are affected by seasonal stress and longer-term drought. Declining access to food and water is a common and interrelated problem. Although ground water plays a vital role in buffering the effects of rainfall variability, water shortages and difficulties in accessing water that is available can affect domestic and productive water uses, with knock-on effects on food consumption and production. Total depletion of available ground water resources is rarely the main concern. A more common scenario is a spiral of water insecurity as shallow water sources fail, additional demands are put on remaining sources, and mechanical failures increase. These problems can be planned for within normal development programs. Water security mapping can help identify vulnerable areas, and changes to monitoring systems can ensure early detection of problems. Above all, increasing the coverage of ground water-based rural water supplies, and ensuring that the design and siting of water points is informed by an understanding of hydrogeological conditions and user demand, can significantly increase the resilience of rural communities to climate variability.
This article analyzes the Grand Ethiopian Renaissance Dam both as an outcome of shifts in the regional hydropolitical dynamics in the past decade and as a catalyst of future cooperation developments in the Nile Basin region. First, it analyzes the GERD in the context of changing power relations, including a critical discussion of the role of multilateral cooperation process and norms. Second, it examines the GERD as a shaper of future hydropolitical dynamics, and how the complex trilateral cooperative process around the GERD (2011GERD ( -2015 can represent a constructive step towards wider institutional transboundary cooperation and regional economic integration in the Nile Basin.ARTICLE HISTORY
Divisions between communities, disciplinary and practice, impede understanding of how complex interventions in health and other sectors actually work and slow the development and spread of more effective ones. We test this hypothesis by re-reviewing a Cochrane-standard systematic review (SR) of water, sanitation and hygiene (WASH) interventions’ impact on child diarrhoea morbidity: can greater understanding of impacts and how they are achieved be gained when the same papers are reviewed jointly from health and development perspectives? Using realist review methods, researchers examined the 27 papers for evidence of other impact pathways operating than assumed in the papers and SR. Evidence relating to four questions was judged on a scale of likelihood. At the ‘more than possible’ or ‘likely’ level, 22% of interventions were judged to involve substantially more actions than the SR’s label indicated; 37% resulted in substantial additional impacts, beyond reduced diarrhoea morbidity; and unforeseen actions by individuals, households or communities substantially contributed to the impacts in 48% of studies. In 44%, it was judged that these additional impacts and actions would have substantially affected the intervention’s effect on diarrhoea morbidity. The prevalence of these impacts and actions might well be found greater in studies not so narrowly selected. We identify six impact pathways suggested by these studies that were not considered by the SR: these are tentative, given the limitations of the literature we reviewed, but may help stimulate wider review and primary evaluation efforts. This re-review offers a fuller understanding of the impacts of these interventions and how they are produced, pointing to several ways in which investments might enhance health and wellbeing. It suggests that some conclusions of the SR and earlier reviews should be reconsidered. Moreover, it contributes important experience to the continuing debate on appropriate methods to evaluate and synthesize evidence on complex interventions.
Uganda lies almost wholly within the Nile Basin and is a country characterised as well-endowed with water resources. Receiving considerable inflows of aid since the early 1990s, some of this aid emerging after the 1992 Earth Summit in Rio de Janeiro enabled the country to begin a process of Integrated Water Resources Management (IWRM), taking the lead from Chapter 18 of Agenda 21. With a focus on more comprehensively managing the country's critical water endowment amidst growing pressure on the resource, bilateral technical assistance and financial support played a large part in backstopping these national efforts. Nevertheless, in spite of this support and government backing, some two decades later implementation on the ground remains thin and the exercise of IWRM in practice is limited. This paper examines the Ugandan IWRM experience and identifies complex political-economy issues lying at the heart of current challenges. It argues that rarely is there likely to be an easy fix to sustainable financing and suggests the need for stronger citizen engagement and buy-in to the wider logic of IWRM to support longer-term effectiveness and sustainability.
