Le capital-risque est un investissement de long terme qui favorise l’émergence d’innovations de rupture et démultiplie la capacité innovatrice des entreprises. Force est de constater que les États-Unis, le pays le plus innovant, sont aussi les premiers par l’effort consenti, loin devant l’Europe et la France. Les raisons de ce sous-investissement français sont principalement liées à la rencontre difficile entre l’offre et la demande, au manque d’expertise des capitaux-risqueurs et à la faiblesse du capital-amorçage. Des mesures publiques sont proposées pour inciter au développement d’un capital-risque porteur efficace d’innovations. Classification JEL : G24, O31, O51, O52.
Résumé Le processus de vieillissement, caractérisé en particulier par une plus grande longévité, se traduit par une part des plus de 60 ans appelée à croître encore dans les prochaines décennies. Face à ce processus, cet article examine les sources potentielles de progrès de la productivité dans une économie vieillissante, en se fondant sur les derniers travaux économiques en la matière. Il apparaît important de souligner que le processus de vieillissement est aussi un processus de rajeunissement à âge donné, ce qui est un facteur favorisant la productivité individuelle. Dans ce contexte, alors que la baisse supposée de la productivité individuelle avec l’âge paraît discutable et limitée, l’investissement dans l’éducation et dans la santé pourrait induire des progrès notables de productivité. En revanche, des menaces pourraient peser sur l’innovation et le renouvellement des entreprises qui sont des facteurs fondamentaux dans la structuration d’une offre réellement productive. Enfin, la modification de la structure de la demande due aux mutations démographiques actuelles aura vraisemblablement un impact sur notre productivité. A l’issue de cette revue et a contrario des visions entièrement déterministes, des leviers d’action en faveur de la productivité dans une société vieillissante sont finalement identifiés.
