Indonesia is the largest archipelagic state in the world, with marine waters covering 5.8 million km 2 . This potential places Indonesia as a rich country based on the high potential of fishing, but at the same, it can be a great target for illegal fishing This research addresses the phenomenon of the fisheries controller's duties and authorities in fishery management zones of the State of the Republic of Indonesia 716 in North Sulawesi. Based on the results of the research, it is found out that the fisheries supervisor already carried out supervisory tasks, including the validation checks of SIPI and SIKPI, Operational Feasibility Letter and Sailing Approval Letter, validation checks of fisheries research and development, checks of vessels, fishing equipment, and/or fishing aids, checking the suitability of fish caught with fishing gear, and logbook checks. However, there are still many problems with the control of the fishery management zones of the State of the Republic of Indonesia 716 in North Sulawesi such as the lack of optimization of Rumpon, data, and human resources of controller. More efforts and improvements are needed.
