The aim of this paper is to explore a theoretical framework that can assist in under-standing the extent to which the increased integration of macro-regional economies (such as the European and North American) and the global economy is leading to divergence and/or convergence in the pattern of economic activity and the distribution of value-added and wealth. In particular, the paper focuses on the extent to which changing divisions of labour, the production, appropriation and allocation of value, and economic organization underpin these processes of convergence/divergence. We focus on developing an understanding of the changing divisions of labour across space in increasingly integrated macro-regional economies such as Europe and North America, and the (unequal) flows of value between places that underpin mosaics of territorial inequality. We argue that the production and flows of value associated with different forms of economic activities and commodity production and exchange in different localities provides a framework for understanding changing geographical divisions of labour. We also argue that a critical engagement with the range of work associated with analysing ‘commodity chains’ and ‘commodity networks’ provides a way into thinking about the (dis)organization of economic activity and value creation, appropriation and distribution. In particular, we argue that the focus on the commodity, while initially helpful, is misplaced because commodities embody and carry with them relations of value. Consequently, our attention should be focused on the organization of the production, appropriation and realization of value flows and the various forces that structure these processes, such as state governance, labour organization, corporate practices and so on, that are fundamental to understanding the (re)configuration of economic activity in macro-regional economies.
This discussion paper by a group of scholars across the fields of health, economics and labour relations argues that COVID-19 is an unprecedented humanitarian crisis from which there can be no return to the ‘old normal’. The pandemic’s disastrous worldwide health impacts have been exacerbated by, and have compounded, the unsustainability of economic globalisation based on the neoliberal dismantling of state capabilities in favour of markets. Flow-on economic impacts have simultaneously created major supply and demand disruptions, and highlighted the growing within-country inequalities and precarity generated by neoliberal regimes of labour market regulation. Taking an Australian and international perspective, we examine these economic and labour market impacts, paying particular attention to differential impacts on First Nations people, developing countries, women, immigrants and young people. Evaluating policy responses in a political climate of national and international leadership very different from those in which major twentieth century crises were addressed, we argue the need for a national and international conversation to develop a new pathway out of crisis. Commodity chains that are global in extent have increasingly come to be seen as the defining element of the contemporary globalized world economy. Since the 1990s a body of theory — evolving from global commodity chain analysis to global value chain analysis to global production network analysis — has focused upon understanding how such commodity chains function. However, despite providing many important insights, these bodies of literature have generally suffered from a major deficiency in that they have failed to consider labour as an active agent capable of shaping such chains' structure and geographical organization. Here, then, we present a case for locating more centrally labour, in production network analysis.
Theorists of work and employment (W&E) practices should more seriously engage with literatures concerning how space is constitutive of social praxis. Rather than simply serving as a stage upon which social life is played out or being merely a reflection of social relations, the construction of the economic landscape in particular ways is fundamental to how social systems function. Struggles over space are a central dynamic in W&E practices as different actors engage with the economic landscape to ensure their 'geographical vision' is emplaced in that landscape. Furthermore, conflicts over W&E practices frequently revolve around the spatial (re)scaling of such practices (as when collective bargaining is 'decentralized'). Consequently, an important key to better theorizing W&E practices is understanding how the various spatial scales at which these operate are socially constructed and discursively represented.
The first part of the article traces, briefly, the political and ideological background to the resurgence of interest in small business. Largely unresearched and uncritically adopted, the theory that “small is beautiful” assumes that harmonious industrial relations characterise small firms. The proxy measures of harmony (strike indices, levels of unionisation) commonly used to support the “small is beautiful” school of thought are examined. Secondly, using research in small clothing firms as an example, an investigation into what lies behind statistical returns reveals a reality different from that conventionally assumed to be reflected in the statistics. It is argued that apparent industrial relations harmony, in this case, can be explained by a mixture of the isolation of shop stewards from the union, the weakness of that union, the resulting weakness of workplace trade unionism and the general position of women at work and the role of the family. These factors combine to produce the proxy measures of harmony that have been uncritically accepted in constructing the “small is beautiful” thesis.
PurposeThis paper reports on a study that investigated employees" views on the organizational factors that affect their ability to deliver service quality to customers. The study is important because call centers represent unique work environments and they have not been used in the development of service quality theory. MethodologyTen focus groups of frontline employees who work in a telecommunications call center in Australia were conducted. Data were subjected to content analysis. FindingsNine major themes were identified. Some of these themes are evident in theory arising from service quality gaps, service climate, and service profit chain studies. Other themes include whether managers emphasise sales or efficiency, rather than service quality; approaches to performance monitoring and feedback, role and productivity demands, quality assurance regimes, and employees" experiences of service encounter stress. 3 Research limitations/implicationsThe findings suggest that various factors from prior work need to be integrated and extended to enhance service quality in call centers. However, data were collected from only one call center. Practical implicationsThe present study suggests that, to deliver high levels of service quality, call center managers need to rethink their approaches to productivity and performance management, and hiring and supporting the "right" service staff. Originality/valueThis paper re-examines service quality in the specific context of call centers. It provides an organizational focus and complements recent work which has tested the role of employee attitudes in service quality studies. The paper concludes with a model for testing.
