Two main elements characterize a country as federal and the development of its federal system. The first one is directly connected to competences and how regions may or may not have powers over public policies. The second one focuses on the fiscal arena, and how regions generate their own income and share it with the central government. This paper describes from a historical point of view the different phases that the Spanish federal process has followed since its beginning in 1978 up to the last reform in 2016. These phases are related to the composition of both the regional and the national governments. It is therefore is important to investigate the connection between changes in these compositions and how they may have affected the phases of decentralization. Employing the new institutionalism paradigm and seeking for critical junctures in the different moments, we show how national governments are more important in shaping this process than regional ones.
In recent decades, given the crucial role played by the news media in fighting to eradicate violence against women, several organisations and legislative initiatives have begun self-regulating. This study analyses news coverage of gender-based murders in the Basque media over the course of three years, beginning with approval of rules for self-regulation. The results show that the media actively contribute to raising visibility of violence against women as a social problem, although reduced compliance with some of the recommendations indicates difficulty in practically applying them and disparate criteria from one journalist to another.
El adecuado uso de las fuentes informativas se ha identificado tradicionalmente como uno de los elementos más relevantes a la hora de informar sobre los asesinatos machistas. Sin embargo, en la mayoría de las ocasiones, estos tratamientos informativos se han caracterizado por la escasez de personas expertas que ofrezcan una visión más social del hecho. Este artículo recoge los resultados de una investigación en la que se analizaron 381 informaciones publicadas en los siete principales diarios de Euskadi relativas a los feminicidios ocurridos entre los años 2015 y 2017 y se profundizó con diez entrevistas a personas responsables de medios. Los resultados de la investigación muestran que el vecindario y las familias continúan siendo la fuente informativa más habitual, por delante de las instituciones políticas y las asociaciones feministas, y las fuentes policiales y judiciales. Por su parte, los responsables de los medios de comunicación son conscientes de los peligros del uso del vecindario como fuente informativa, y reconocen las dificultades para la correcta cobertura de este tipo de informaciones derivadas de las rutinas periodísticas.
La mayoría de las investigaciones sobre gobernanza multinivel desde una perspectiva de género han tenido como variable dependiente las políticas de igualdad (Haussman et al., 2010). Por el contrario, son menos frecuentes las investigaciones que analizan la presencia de las mujeres como protagonistas de la gobernanza multinivel, sus formas de actuación o el efecto de sus acciones en el resultado final (Gushchina y Kaiser, 2021). Esta investigación aborda esta perspectiva en una situación de pandemia, donde la urgencia y la interdependencia estimulan la regla de participación ejecutiva.La limitada presencia de mujeres en la gestión intergubernamental de la pandemia está estrechamente relacionada con su escasa presencia en los gobiernos. El poder ejecutivo y, en especial, la jefatura de gobierno siguen siendo un terreno cerrado para las mujeres. Actualmente, casi la mitad de los países de la Unión Europea no han tenido en su historia a ninguna mujer como primera ministra (Novo-Arbona, 2020). Sin embargo, los sistemas federales y descentralizados han representado una vía de acceso de las mujeres a las jefaturas de los poderes ejecutivos, y su presencia ha sido más común en las jefaturas de las unidades constituyentes. El porcentaje de mujeres ministras también ha aumentado considerablemente, y ellas han ocupado carteras más prestigiosas, como las de Asuntos Exteriores, Defensa o Economía, aunque tradicionalmente —y todavía hoy— es más habitual su presencia en las relacionadas con los cuidados, como los servicios sociales o el ámbito sanitario (Kroeber y Hüffelmann, 2021). Este artículo identifica los órganos de decisión multinivel más relevantes desde la declaración de la pandemia, la presencia de mujeres en ellos y su rol dentro de las organizaciones.
