Migration or movement of people from one region to another has been going on for centuries. How ever, educational migration is a relatively new form of migration, which dates back to the time when the countries of Asia and Africa were under colonial domination. A limited number of young people were selected to study in the higher education institutions of the cities of the Empire, with a view to their further work in the administrative centers of the colonies. Young people, students and graduates are an intellectual potential and an important component in the development of society, a special group with a good level of mobility, intellectual activity and health, which give them an advantage over other categories of the population, represent the economic and demographic potential of the country, so the migration losses of students are undesirable in the country. Often, studying abroad is considered as a step towards future migration. International students, especially from developing countries, often stay in the host country after graduation. A foreign diploma is often viewed as an investment in finding a job after graduation, either in the host country or in the home country. Many host countries are interested in hiring talented foreign young people who have graduated from their universities.
The article emphasizes that the implementation of youth policy depends on many factors, primarily on its implementation at all levels: international, regional and national. This article is devoted to the study of youth policy issues in line with the last two levels. It is based on the materials of the European Union and a number of countries in this region. Issues such as the creation and establishment of pan-European structures are considered. Moreover, this process is analyzed not only at the level of state bodies, but also at the level of non-governmental organizations, especially youth organizations. Special attention is paid to international cooperation in the field of youth policy. A significant part of the article is devoted to materials related to youth work in specific European countries. They summarize the experience in the field of education, employment and other main areas of life of the young generation, and highlight the features of this experience in order to use it by other States. The analysis showed that European countries have accumulated sufficient capacity to work with young people. The achievements of the European Union as a whole are also of interest, especially in the development of integration processes, the unification of organizational, legal and material resources.
The article examines the dynamics of educational migration of Chinese students and the impact of the threat of the spread of "coronavirus" on student migration from China. China is one of the leading countries that send students to study abroad. By the end of the last decade, the number of Chinese students abroad had become the largest group of international students in the world. The deadly coronavirus outbreak has had a major impact on international student mobility. Australia, New Zealand, the United States and Singapore were among the countries that have banned entry for foreigners leaving China since the beginning of February 2020, while thousands of Chinese students have returned to China. The article is written within the framework of the scientific project of the Ministry of education and science of the Republic of Kazakhstan "Educational migration from Kazakhstan: factors, trends and socio-political consequences"
The article notes that youth policy is carried out at many levels. The importance of the national level of its implementation is undeniable. The article is based on the materials of the Republic of Kazakhstan. The directions of youth policy are diverse. Education is of paramount importance, which is considered in close connection with the further employment of young people. Interesting forms of work with them in these areas are the Bolashak program and the Presidential Youth Personnel Reserve. The article also pays attention to some aspects of the development of international youth cooperation.
