Abstract. This paper tackles the asymmetry of economic interests and geopolitics between developed and developing countries. Currently, the geopolitics presupposes that the majority of novel technologies are devised and designed in developed countries with their subsequent transfer to the developing countries. Moreover, in the context of the global crisis, the issue of de-dollarization is relevant from the political and economic points of view. Our specific focus is on the small oil countries and the issue how to get off the oil needle in the painless way. Furthermore, the paper analyzes the rise of cryptocurrency that is envisaged as the substitute of the U.S. dollar which has been the world most dominating currency for the last several decades. This paper considers the global asymmetry which has the greatest impact on countries with economies dependent on energy exports. In the light of the diminishing returns from the sale of oil, we examine the ways for escaping this asymmetry. The authors consider the geopolitical asymmetry stemming from the dominance of the U.S. dollar, analyze the political situation and offer the pathways for the development of those economies where oil become an obstacle for economic development. The paper examines the ways of solving the above-mentioned problem by other states in detail and conduct the comparative analysis of the above issues in relation to the economy of Azerbaijan. From this case study we conduct a comparative analysis of the developed and developing countries taking into account the economic asymmetry and global economic and financial security.
In the article, the impact of information technologies' (IT) implementation into the work of human resource departments for increased effectiveness is explored. Modern relations at the enterprise require the most important network-based enterprise's unit to be a strategic, flexible, costeffective and service-oriented division of the organization. Although the influence of IT on Human Resources Management (HRM) has been a focus of scientists' attention, no empirical research has been conducted in this area in Azerbaijan. The authors use the experience and initiatives of enterprises and national banks to show the current state and results of the implementation of IT in HRM. Obtained data show that IT is not widely used in Azerbaijani organizations to perform HRM functions. The results also show that, although IT should have a certain impact on all sectors in terms of HRM, the types of IT used should vary significantly in recruitment, maintenance, and development tasks.
Our paper focuses on the threats to the global development and sustainable economic development of a country that might include economic, political, human development, as well as sustainable development issues and problems. Sustainable economic development might serve as a tool for fostering the country's prosperity and helping it to overcome various threats that might stem from its geolocation, economic situation, natural resources, as well as many other internal and external factors that all play their decisive roles. The paper uses a case study of the United States as an example of the country vulnerable to a plethora of threats. It analyzes the most crucial threats one by one and classifies the most notorious and impending issues stemming from these threats that might hamper the economic growth and development. In particular, we focus on the issue of energy security and the renewable energy sources (RES) that represent an important aspect in this debate and research. Our results can be used by the policymakers as well as regional development managers for improving the security strategy.

Рассмотрены положительные и отрицательные стороны рыночной экономики, а также правильности трактовки данного термина согласно современным тенденций. Сделан вывод о том, как правильно, по мнению авторов, нужно трактовать само понятие «рыночная экономика». Также проанализированы изменения состояния экономики стран, перешедших на рыночную экономику, а именно: Эстония, Латвия, Литва. ключевые слова: рыночная экономика, преимущества и недостатки рыночной экономики, валовой внутренний продукт (ВВП), экспорт стран Прибалтики.
This paper studies the regional gap in human capital. Specifically, it focuses on the important determinants of this capital represented by such key factors as education and urbanization. We stress the importance of human capital for the economic growth and show how it can be important for the effective development of both urban and rural areas. This study examines the regional distribution and dynamics of human capital. Human capital is credited with a crucial role in the creation of economic growth. Additionally, we investigate how the exposure to the urban or rural environment affects the educational success of people worldwide. In addition, our paper studies the effects of migration on urbanization and education. Our results show that institutional factors can be a good proxy for explaining the relationship between human capital development and urbanization. Furthermore, it can be concluded that return to education is higher in urban areas compared to rural areas, and higher in highly educated cities compared to smaller towns. All of these creates some important implications for urbanization and education that can be used by the policy-makers and urban and rural planners for narrowing the regional gap in human capital and increasing the overall well-being and economic growth.
