COVID-19 küresel salgını, dünyanın farklı yerlerinden olan insanların krizlerden çeşitli biçimlerde etkilendiğine yönelik önemli bir kesit oluşturmaktadır. Salgının küresel eşitsizlikleri gün yüzüne çıkarıcı, derinleştirici ve yenilerini yaratan yönü dikkat çekmektedir. Belirli risklerle yüz yüze gelme ve başa çıkabilecek imkanlara sahip olma bakımından bazı kişilerin o risklere daha açık olduğu görünmektedir. Salgın döneminde küresel istihdam kayıplarının geçici ve yarı zamanlı çalışanlara etkisi, sağlık ve işsizlik güvencesine sahip olma konuları birincil olarak öne çıkmaktadır. Çalışmak zorunda kalınan sektörler, eğitim düzeyi ve kazancı daha yüksek olan kişilerin iş faaliyetlerini evlerinden yapabilmeleri, evlerinde çocuklarını eğitecek yerlerinin olması, uzaktan eğitim imkanlarına sahip olma başlıkları bunları izleyen eşitsizliklerden yalnızca bazılarıdır. Salgın dönemi tedbirlerinden karantina altında kalma, ev içi ve dışı olmak üzere mekânsal eşitsizlikler yine küresel eşitsizliklerin bir parçasıdır. Küresel ekonomik faaliyetler sonucu ortaya çıkan bölüşüm adaletsizliklerinin, çeşitli eşitsizlikleri nasıl ve ne biçimde yeniden ürettiği salgın döneminde daha fazla dikkat çekmekte, adaletin uluslararası boyutu sorgulanmaktadır. Adaletin küresel yükümlülüklerine vurgu yapan kozmopolitan eşitlikçiler, zenginlik ve kaynakların bölüşümünde John Rawls’ın iki adalet ilkesinin uluslararası boyutta uygulanabileceği iddiasındadırlar. Bu noktadan hareketle çalışmamızda COVID-19 salgınının küresel eşitsizlikler üzerindeki etkilerini, salgın dönemi yardım uygulamalarını kozmopolitan eşitlikçilik bağlamında ele almaya çalışacağız.
Antropojenik etkenlerle ekosistemlerin tahrip edilmesinin önemli bir sonucu olarak: iklim değişikliği, aşırı hava olayları, doğal kaynak kıtlığı, verimli toprakların azalması, gıda ve enerji krizleri karşı karşıya kaldığımız önemli sorunlardan birkaçıdır. Bu unsurlar, mevcut kalkınma yaklaşımlarında, ekolojiyi dikkate alan paradigma değişikliğini zorlar niteliktedir. Birleşmiş Milletler Çevre Programı (UNEP), yeşil ekonomiyi çevresel riskleri ve ekolojik kıtlıkları büyük ölçüde azaltırken, insan refahını ve sosyal eşitliği geliştiren bir ekonomi olarak tanımlamaktadır. Yeşil ekonomi, yalnızca verimlilik ve ekosistemin gözetilmesini değil aynı zamanda adil bir sisteme vurgu yapmaktadır. Adaletin ise yeşil ekonomi anlamında; enerjinin verimli üretilmesi/kullanılması, düşük karbon salımı, istihdam ve gelirin toplumsal dağılımının yanında ulusal ve uluslararası eşitliğin kapsayıcı olması durumlarını içerdiğini ifade edebiliriz. Bu kapsamda çalışmamızın amacı yeşil ekonominin içeriğinin ve uygulamalarının iklim adaleti ve yoksulluk özelinde değerlendirilmesini ortaya koymaktır. Çalışmada, literatür taraması ve edinilen veriler ışığında, betimsel analiz yöntemi kullanılacaktır. Çalışmamızın sorunsalı doğrultusunda bulgularımız; yeşil ekonomik dönüşümün geliştirilmesinde ve uygulanmasında iklim adaleti, ülkelerin uyum kapasitelerinin ve kırılganlıklarının ortaya konulmasında önemli bir ölçek sağlayabilecektir. İklim krizinin yaşanmasında en az sorumluluğa sahip olanların, iklim değişikliğinin sonuçlarından ilksel olarak etkilenen veya etkilenecek olması özelindeki adaletsizlikler değerlendirilmelidir. İklim adaletinin işlerlik kazanmasında yeşil ekonomi; mali teşvikler, vergi reformu, karbon piyasası, enerji alternatifleri, eko-etiketleme ve uluslararası yardımlar açısından katkılar sunabilecektir. Yoksullar ise genellikle iklim değişikliğinden yerel çevresel zararın ve doğal kaynakların bozulmasının getireceği etkilerden, sosyal koruma ve başa çıkma kapasitelerinin yetersizliği nedeniyle ilksel olarak etkilenebilmektedir. Yeşil ekonomi içerisinde; yoksulluğun azaltılmasına yönelik uygulamaya konulan veya konulabilecek politikaların, doğal varlıkları tahrip etmeden, kalkınmada yoksulları dikkate alan bir yaklaşımla değerlendirilmesi gerekmektedir. Çoğunlukla çevresel sermayeye bağımlı olan ve buradaki dönüşümlerden en hızlı etki gören yoksullar; ekosistemlerin korunması, yeşil tarım ve iş alanlarından olumlu biçimde etkilenebileceklerdir. Fakat yeşil ekonominin daha az karbon için yüksek teknolojiyi benimsediği durumlarda yoksulların emek yoğun istihdam alanları negatif yönde etkiye maruz kalabilecektir.
