The debate on the sustainable city form has reached new horizons, and moved from theoretical perspectives and visions towards implication. This paper is a step towards reducing the gap between theory and practice. It aims to characterize a sustainable city paradigm as a framework through which the sustainable city can be visualized. This paper traces and reorganizes the different debates, scenarios, and visions concerning the sustainable city form in a framework entitled 'a sustainable city paradigm . The paradigm consists of three proposed components; parameters, criteria and indicators. The paper is mainly focused on the characterization of the criteria and indicators of efficiency parameter as a major strand of sustainable city form. When the paradigm applied, the indicators resemble an instrument of criteria, and hence, efficiency s fulfillment. Once being characterized as a whole, the proposed paradigm is by no means a static model. Rather, it is a dynamic conceptual device to sensitize us to vision (out of many others) of what the sustainable city might become.
Jordan has witnessed one of the highest and most accelerated rates of development in construction during the last three decades. However, it is evident that the building codes that are being appliedpay minimal attention to buildings'design in terms of easy accessibility to occupants with mobility problems and easy evacuation. It has, thus, been of primary concern for thegovemment to assume thesole responsibility andcare ofpeople with a disability. Such responsibiliy would include the provision of an environment whereby people with a disability can move freely within, particularly in urban areas.i%is paper discusses some loopholes in current building design approaches and presents a framework for design that incorporates a measure for the ability of building occupants to move quickly andfreely during an emqency-when quick and planned movement is often necessary. i%is framework, based on the evacuation performance index concept developed by research, provides a usefil tool that links the design of buildings to the movement requirements of both disabled andable-bodiedpopulutions. In light of the present rate of construction in Jordan, signifcant changes in dmgn are inevitable. Theframework described in thispaperrnukes allowances for anygiven change in design that might occur in thisfield.
