This research is a research that aims to identify and examine the application of authority related to environmental management in Way Kanan Regency and to find a model of good environmental supervision and management in the district by the Environment Agency in realizing good governance. The method used in this study is a normative-empirical research method using a statute approach and in-depth interviews. The findings of this study are that the implementation of the authority of the environmental services in the regions is not optimal so that environmental damage occurs and the model of environmental protection and management, waste and waste that uses the principles of good governance is optimal. It is hoped that future regulations related to the authority of the environmental services in the regions must have broad powers, covering aspects of planning, implementation, supervision and law enforcement. Its duties and functions must integrate the coordination and operational functions, and there is a clear arrangement of relations between institutions related to environmental management.
The symmetrical relationship that shapes the quality of graduates cannot be separated from the existence of Human Resources, namely qualified lecturers. A qualified lecturer is produced by quality recruitment and continuous coaching. Because the curriculum is as great as it is, with lecturers who have no motivation or even the ability to interpret texts and contexts, it is certain that they experience difficulties in presenting an optimal learning method and in the end have a significant effect on the output of graduates. The focus of this article is: (1) to understand in depth why the lecturer recruitment process has a strong correlation with the quality of public services; and (2) to know and understand how the quality of law faculty lecturers affects output graduate. This research was conducted with a normative juridical approach, because in this study the assessment was carried out based on legal norms and principles, applicable laws and regulations and other library materials relevant to the research topic. The conclusions obtained, among others, show that: (1) The process of recruiting lecturers to PNS Lecturers, Permanent PNS Lecturers and Permanent PTS Lecturers will affect the quality of public services in the university scope. This is based on several factors, including intention, quality commitment, individual quality, and how the work unit, namely universities and faculties, always carries out intensive coaching for young lecturers who have been recruited in the context of implementing the Tri Darma of Higher Education; (2) The quality of a lecturer is obtained through a long process since his early days as a lecturer which can be achieved through seriousness, focus, and consistency through a continuous coaching process. The qualities possessed by a law faculty lecturer also contribute to shaping the mindset, understanding, and competence of students that have an impact on output graduate. The further impact of the output of this graduate is the extent to which a university graduate can be absorbed in the world of work, be it in Ministries, Institutions, Agencies or Regional Governments, as well as in private agencies.
Village without poverty is one of the main of the 17 main objectives of sustainable development Goals in Indonesia, the government's commitment in achieving the objectives and considers it important that agenda with the release PP Number 59 of 2017 concerning the Implementation of Achieving the Sustainable Development Goals. Strong communication and cooperation between stakeholders from the central, regional to village levels are important in making it happen. The village as the smallest government entity has an important role in realizing this agenda, after the issuance of Law Number 6 of 2014 it restores the existence of the village as an independent subject through the principle of recognition and the principle of subsidiarity as well as adequate sources of funds, so that the village has an important role in accelerating the realization of sustainable development goals. , in the implementation of village development, it has a reference in the form of priority for the use of village funds, in 2021 this priority is regulated by Permendes Number 13 of 2020 Based on the description above, this study aims to find out how the process of determining the priority for the use of village funds and its implications in realizing a village without poverty as one of the objectives. sustainable development in East Lampung Regency. The contribution of this research can be an input for the Village Government in East Lampung Regency in determining policies in determining priorities for the use of village funds in achieving sustainable development goals, especially the achievement of villages without poverty so that the realization of an increase in the village economy and human resources and equal distribution of benefits from the use of village funds in East Lampung Regency.
Indicators of a country's well-being can be seen from the level of health of its citizens. Uncontrolled tobacco consumption is one-factor causing declining health and is a Threat because tobacco use is beginning to touch various fields and has a chain effect this has prompted WHO and its member states to formulate a convention on the control of the tobacco problem (FCTC, Framework Convention on tobacco control). Indonesia is one of the 7 WHO member states that have not signed and acceded to the FCTC. The Government has not ratified the Convention due to concerns about the national economy, such as people's tobacco farming, small and medium-sized industries, and State finances. In addition, the Indonesian Government has implemented several tobacco consumption control regulations, ranging from increasing tobacco excise regularly, enforcing non-smoking areas in public places, and restrictions on cigarette advertising in media.
