There is lively discussion in the social sciences about minority groups and their claims for social justice. Universalism versus difference and redistribution versus recognition are two important issues of debate. This paper takes a closer look at the social justice claims articulated by the Swedish disability movement. It discusses how questions of representation, collective identity, and needs interpretations are dealt with in a number of disability associations. One important assumption guiding our study is that the interpretations of members' needs, how their needs can best be met, and who is to have the legitimate right to communicate their needs, are questions subject to constant debate. The aim is to demonstrate some of the complexities confronting the disability movement in its struggle for social justice. To be more specific, we set out to show two things: (i) how different kinds of justice claims are balanced by the investigated organizations; and (ii) that the demands for cultural recognition and socioeconomic redistribution are raised not only by the disability movement vis-à-vis the state, but also by groups within the disability movement vis-à-vis other groups in the movement.
The hybridization of the welfare services has resulted in the emergence of a market of service providers for personal assistance in the Scandinavian countries. We describe and analyse two different aspects of the market development. First, we consider the development of the providers' market and the different regimes of regulations in the three countries. Second, we examine how the providers handle the multiplicity of claims and expectations in order to attract potential customers in competition with each other. We analyse the different types of organizational identities the providers develop by studying their expressed core values. The findings are presented in the form of three types of values: the value of empowerment, the value of flexibility and the value of professionalism. The differences in organizational values may suggest that the providers direct their services towards different segments of users.
1994 års assistansreform innebar ett tydligt brott med tidigare etablerade välfärdslösningar. Inte minst innebar den att marknadsbeslut gavs ett betydande utrymme över tjänstens organisering. Dels gavs privata företag, kooperativ och andra producenter rätt att etablera sig på assistansmarknaden. Dels gavs personer med funktionshinder rätt att på egen hand upphandla personlig assistans bland existerande producenter. Idag syns på nytt tecken på en politisk omorientering i det statliga utredningsväsendet. Tilltron till marknaden förefaller ha minskat och byr åkratiska och professionella lösningar efterfrågas åter.
Funktionshinderrörelsen är ett av flera exempel på hur människor organiserat sig för att åstadkomma rättvisa för en socialt missgynnad grupp. I takt med att organisationerna lyckats artikulera och etablera sina krav på den offentliga och politiska arenan har kampen också åstadkommit reella förändringar. En sådan organisation är Föreningen för utvecklingsstörda barn, ungdomar och vuxna (FUB). Organisationen bildades vid 1900-talets mitt och är en av de äldsta i den svenska funktionshinderrörelsen. FUB tas här som exempel på hur rörelseorganisationers ibland problematiska kamp för resurser och legitimitet kan förstås mot bakgrund av förutsättningar som är gemensamma för organisationer som driver politiska krav för underordnade grupper. I sådana organisationer uppstår återkommande oenighet i helt centrala frågor, som vilka gemensamma erfarenheter som är viktigast, hur medlemmar ska rekryteras och vilka politiska krav som ska drivas. Ett sätt att tolka sådana diskussioner är att individualisera problemen och att hänföra dem till inkompetens, samarbetssvårigheter, illojalitet etcetera. I den här artikeln förstås diskussionerna mot bakgrund av ett mer grundläggande problem: att politisk framgång betingas av organisationens storlek såväl som av hur entydigt den artikulerar sin kollektiva identitet och sina politiska krav. Dilemmat består i att risken för oenighet tenderar att öka ju fler personer organisationen lyckas rekrytera. Dilemmat mellan storlek och enighet kan inte lösas, icke förty måste det hanteras.
