Körkérdés a bérfelzárkóztatás határairól 1Imponáló ígéretek. Így jellemezhetők Magyarország és regionális versenytársai növekedési programjai. Ha a következő esztendőkben valamiféle globális válságnak még csak a szele sem érződik, dinamikus és töretlen növekedést feltételeznek. A nemzeti konvergenciaprogramokban közölt prognózisok közös vonása, hogy a középtávon előre jelzett béremelések üteme szinte valamennyi országban meghaladja a termelékenység növekedését, és több százalékponttal felülmúlja a hazai össztermék bővülését is.Mintha a regnáló kormányok engednének a sokat emlegetett bérfelzárkóztatási nyomásnak, és el is hinnék, hogy annak megvan a fedezete. A mértékek azonban nagyon is különbözőek. Bulgáriában a gazdasági növekedés 2020-ig kissé 4 százalék alatt maradhat, az élőmunka termelékenysége évi átlagban 3,5 százalékkal javul, az egy főre jutó béremelés azonban a 2017-2018-as időszakban meghaladja a 7, utána a 6 százalékot. Románia kissé visszafogottabb, mert bár a bérek emelkedése ott is felülmúlja a GDP-ét és a termelékenységét is, de látványosan nem szakad el tőlük. Szlovákiában nagyjából egy százalékpont a különbség a bérek javára a GDP-vel szemben, Csehország ennél jóval merészebben zárkóztatna fel. Csak Horvátország lóg ki a sorból a maga mértéktartó programjával, a mostani 2,8 százalékról kissé lassuló növekedéssel, a vele arányos béremeléssel és évente átlagosan 1 százalékkal javuló termelékenységgel.Valamennyi térségi riválisánál gyorsabb tempót diktálna a magyar kormány, amely a stabilan 4 százalék fölötti növekedéshez a 2017-et követő 9,2 százalékos béremelés után az idén hasonló mértékűt, jövőre 7,9 százalékos, 2020-ban pedig 6,3 százalékost jelzett előre -miközben a termelékenység csak évi 2,6-3 százalékkal javul.Ez a válságból történt kilábalás után valóban új helyzet. Ennek értékeléséhez kértük szerzőink válaszát a következő kérdésekre: 1. Közgazdasági értelemben mit jelenthet a bérfelzárkóztatás? 2. Tartható-e a versenyszféra és a kormány állandó konzultációs fórumának a 2016 novemberében kötött hatéves megállapodása? 3. Magyarország esetében hol van a béremelések határa? 4. A régió egészében gyors béremelkedés tapasztalható. Vannak-e kockázatai ennek a bérversenynek? 5. Milyen hatása lehet a béremeléseknek a nyugdíjakra és a nyugdíjrendszer egészére?1 A Külgazdaság köszönettel tartozik mind a 16 tanulmány szerzőinek.
New forms of mobility are being shaped in Europe which both challenge traditional explanations of mobility and contribute to popular fears of mobility. But what makes people move, and which economic indicators effectively explain migration? Does the projected migration pressure from Central/Eastern Europe actually exist? The answer to this question is often posed in terms of mainstream economic arguments concerning wage/income differences, but this offers only a partial explanation of migration. This paper considers attempts to control migration, channelling foreign labour from the countries of Central and Eastern Europe through different bilateral agreements, under different conditions, to European Union countries, as a way of admitting selected types of labour while excluding others. Surprisingly little is known about such programmes, and the paper considers who is attracted to these programmes, and the nature of the engine of this channelled labour migration? A statistical, socio‐demographic, labour‐market analysis of participants in these schemes, with special emphasis on the Hungarian case, is presented. The question is posed as to whether such bilateral agreements offer a means to control the expected European migration ‘shock’, and concludes that this is not the aim of these schemes. Az útnak indulók leggyakrabban a magasabb bér, a jobb munkafeltételek vagy a kellemesebb munkakörnyezet reményében döntenek a külföldi munkavállalás mellett. A migrációs modellekben feltételezett képet személyes motivációk árnyalják és teszik változatossá. A remélt előnyök és nyereségek, a haszonmaximalizálás mellett az elhatározás sokszor áldozattal, személyes veszteséggel jár. Aki külföldön vállal munkát, gyakran a hazaitól eltérő tevékenységet végez. A szakmaelhagyás, foglalkozásváltás lehet ígéret, de veszteséget is okozhat.
