Refletir sobre desenvolvimento sustentável, Agenda 21 global, Agenda 21 brasileira e Agenda Ambiental da Administração Pública (A3P) é indispensável no contexto atual da administração pública brasileira, e em especial para as Universidades Públicas Federais. O setor público, como um todo, está passando por um processo de adesão à A3P, mas a sustentabilidade não pode ficar apenas nos discursos políticos, precisa permear as ações governamentais. Nesse estudo, foi feito um recorte para delinear a evolução da adesão dos órgãos públicos à A3P, em especial pelas universidades federais. Acredita-se que a discussão sobre as definições aqui apresentadas e o levantamento acerca do tema em recorte possam auxiliar nas futuras atuações e proposições de Políticas Públicas com foco no Desenvolvimento Sustentável.
A preocupação com o meio ambiente é tema de destaque na Constituição Federal de 1988,
que em seu art. 225 impõe ao Poder Público e à coletividade o dever de defendê-lo e preservá-
lo para a presente e para as futuras gerações. A busca por construções sustentáveis não se limita aos novos prédios, mas envolve também manutenção, reformas, ampliação, adaptações e mudanças na utilização dos prédios já existentes. Mas para que isso possa ser verdade, a noção de sustentabilidade deve estar presente desde o estudo de viabilidade técnica, escolha do terreno, definição do programa de necessidades e concepção arquitetônica (CSJT, 2012). No entanto, apesar do tema construções e reformas sustentáveis não ser novo, na administração pública poucas foram as edificações projetadas de maneira sustentável (MMA, 2017). Portanto é preciso analisar se na prática as edificações públicas estão realmente sendo construídas de forma sustentável. O presente estudo traz como objetivos apresentar o conceito de sustentabilidade em obras públicas, identificar quais os instrumentos legais que regem as obras públicas sustentáveis. Nesta pesquisa o locus de estudo foi o Campus Dois Irmãos da Universidade Federal Rural de Pernambuco. Para a coleta de dados, foram utilizadas as técnicas de análise documental, observação direta e entrevista focalizada. Nesse caso específico, foram analisados os projetos arquitetônicos disponibilizados pelo Núcleo de Engenharia, Meio Ambiente e Manutenção da UFRPE (NEMAM). A observação direta aconteceu por meio de visita às edificações do Campus Dois Irmãos (UFRPE) e a entrevista foi realizada com a direção do NEMAM. o impacto da legislação brasileira na realização de obras públicas sustentáveis está longe de ser o ideal. O que observou-se é que no Campus Dois Irmãos da UFRPE, apesar de haver algumas ações pontuais que visam a sustentabilidade predial, raros são os critérios explicitamente previstos pela IN 01/2010 que são atendidos por essas edificações públicas.
This article seeks to analyze the importance of socio-environmental actions as tools for structuring sustainability management in the public sphere, with a view to fulfilling corporate responsibility, based on the Ecos Committee from Pernambuco-Brazil. To carry out this study, a bibliographical and documental research was carried out, where scientific articles, resolutions and other bases of formal documents were raised for a wider understanding of the theme in focus. Then,we conducted a survey of the actions put into practice by the Ecos Committee between 2015 and 2017. Confronting their planning with this survey, it was possible to analyze its strategic alignment, confronting theory and practice. The main results point to the existence of feasible public initiatives that endorse sustainability ramifications denoting potential for replication in other organizations, since the Ecos Committee from Pernambuco appears to fulfill its role.Further research initiatives are also presented.
The emergence of the concept of sustainable development and social and environmental responsibility in organizations has evolved over time, from a view focused on the economic and legal aspects to a new stance of organizations that includes responsibility in labor relations or the social aspect. In this context of change, both private and public organizations have made efforts to contemplate labor relations in their daily practices and in the decisionmaking process. Public institutions, and within them, Higher Education Institutions (HEI),play a fundamental role in this aspect as a driving force in changing proactive behaviors in relation to their collaborators, in addition to having a training role externally, citizens or future entrepreneurs who have a more humane background and are committed to the quality of life in the work place. In this sense, this study aims to investigate the social responsibility practices contemplated in the management of the Serra Talhada Academic Unit of the Federal Rural University of Pernambuco (UAST/UFRPE), from management and operational practices related to labor relations, besides knowing the perception of the servers about suchpractices. The research adopted a qualitative and quantitative approach and is configured forbeing applied and descriptive in nature. For data collection, questionnaires were used. As a result, it was possible to highlight the concern with the issue of labor relations by the institution since it is formally inserted in it’s management, even if in an embryonic way. However, the perception of the staff differs as to the institutional position regarding socialissues, especially regarding labor relations, suggesting the need for better dissemination of existing actions in UAST.
