A Pessoa com Deficiência (PCD), assim como todo brasileiro, deverá ter sua saúde assistida conforme a Constituição Federal de 1988; e o Sistema Único de Saúde busca garantir a atenção à saúde em todos os níveis, observados os princípios da universalidade, equidade e integralidade. No entanto, entre as inadequações para acessibilidade das PCD a esses serviços, estão o deficit locomotor, a falta de conhecimento dos profissionais da saúde em atender suas necessidades específicas, as barreiras físicas e atitudinais nas unidades de saúde. Ainda, existem muitas barreiras e dificuldades tanto na atuação da equipe de saúde, facilitando processos de reabilitação/habilitação, quanto na participação igualitária e exercício dos direitos para sua maior inclusão. Portanto, ainda que se considerem políticas, leis e decretos que garantam direitos nos cuidados em saúde e acessibilidade às PCD, essa população possui restrições no que se refere a usufruir dos benefícios garantidos nas legislações. Dessa forma, torna-se importante refletir sobre a atuação interdisciplinar e a rede de serviços à saúde para atender à crescente demanda da PCD, uma vez que o desenvolvimento de potencialidades, habilidades e aptidões física, cognitiva, psicossocial, sensorial e profissional desta depende de uma rede que articule os distintos níveis de atenção e uma equipe orientada e capacitada em suas competências, responsabilidades e ações para esses indivíduos.
