O artigo analisa o curso de formação inicial para a carreira de Especialista em Políticas Públicas e Gestão Governamental (EPPGG), recentemente reformulado. Conclui-se que as mudanças realizadas no curso, tendo em vista os problemas enfrentados em edições anteriores, os desafios contemporâneos da administração pública, a crescente complexidade dos problemas e as demandas da sociedade, proporcionaram respostas bastante adequadas. No entanto, persistem inúmeros desafios, dentre os quais se destacam o aprimoramento do ensino de aplicação e novas tecnologias. Ao longo das nove edições do curso, percebe-se que os principais objetivos do projeto inicial da carreira permaneceram, mesmo com todas as descontinuidades administrativas. Preservaram-se o perfil generalista e as policompetências na formação do EPPGG, a fim de permitir ao profissional uma visão abrangente e integrada dos complexos problemas da administração pública e desenvolver a capacidade de analisar, decidir e buscar os melhores resultados em prol do cidadão, conduzindo as relações e as atividades profissionais de acordo com os princípios da ética pública.Palavras-chave: formação de carreiras, ENAP, Especialistas em Políticas Públicas
A participação popular nas políticas públicas culturais do Poder Executivo tem sido tema recorrente de pesquisas, não se verificando existência significativa de estudos que tenham como objeto dessa análise o Parlamento brasileiro. Num cenário político no qual o Governo Federal tem atuado no esvaziamento do papel do Estado na garantia da cidadania cultural, com cortes no orçamento e desestruturação da organização da cultura, contexto este agravado pela epidemia de Covid-19, torna-se ainda mais relevante observar as iniciativas originadas no âmbito parlamentar. A partir de análise bibliográfica e documental, esse trabalho busca refletir sobre o papel do Legislativo brasileiro na construção das políticas culturais. Para isso, examina o processo de construção da Lei Nacional de Emergência Cultural Aldir Blanc, em seu aspecto participativo, à luz das concepções de república e democracia.
