Special education is an education service program intended for students who have the limitation to follow the process of education both physically and mentally, and or learners who have the potential of intelligence and special talent. The Indonesian people generally have a view to separating the educational process among normal children of children with special needs. This view has resulted in the dichotomy and even the limitations of social space for children with special needs in actualizing their abilities. This study explains how the inclusion education process is implementing in schools, as an educational service that provides equal opportunities for children with special needs to socialize and learn together. The review process was conducted on various literature and previous research results. It was found that the inclusion education process is a guarantee of human rights to obtain equal education services for all learners. The process of inclusive education requires understanding and care of the citizens of the school so that children with special needs can develop in line with age and psychological development.
Education is a human right, everyone has the right to get educational services as a manifestation to achieve a better life. This study tries to analyze the guarantee of disability rights and inclusive school policies in a juridical and implementing way. Education guarantees for disabilities are contained in Law No. 8 of 2016 concerning Persons with Disabilities, Government Regulation No. 13 of 2020 concerning Adequate Accommodation for Students with Disabilities and Permendikbud No 70 of 2009 concerning Inclusive Education. Malang City has designated 57 public/private elementary schools, and 16 public/private junior high schools as inclusive schools. The City of Probolinggo has designated 16 public/private elementary schools and 6 public/private junior high schools as inclusive schools. The policies in these two areas are based on the principle that schools should not refuse students with disabilities, after a prospective student registers, the school prepares for inclusive classroom learning. The weakness of the implementation of inclusive education in these two areas is the unavailability of adequate learning facilities and the availability of qualified special assistant teachers. So that to achieve the success of inclusive education policies, it is necessary to support infrastructure and human resources of educators that match the educational background with the required competencies.
Most individuals with autism have communication problems but they are easier to process information visually. Based on the problem, this study aims to test the effectiveness of visual support methods (PECS and Visual Schedule) on the communication skills and basic behavior of children. This study is an experimental research with Single Subject Research (SSR) using A-B-A model. Data collection techniques are performed with a test of the subject's communication skills and analyzed by descriptive statistical analysis and displayed in graphical form. The subjects in this study was child with who experienced communication problems. The results showed that the use of visual support (PECS and Visual Schedule) is effective to increase communication skills and basic behaviors of children with autism. The use of visual support strategies (PECS and Visual Schedule) for autism with weak criteria in communication can help children become better in developing communication potential.
